Commerce, National Oceanic and Atmospheric Administration (NOAA),
Aircraft Operations Center (AOC) intends to solicit for installation of
a UNS-1K Flight Management System (FMS), or equal on the NOAA AOC
Citation II aircraft N52RF, Unit 11, Serial Number 21. The installation
will include the Universal FMS Data Transfer Unit Option (portable
type), or equal. The contractor shall provide parts, special tools, and
labor to complete the installation. The aircraft will be flown to the
contractor's facility (by NOAA personnel) for the complete
installation. The contractor shall furnish AOC Maintenance Officer with
the wiring diagrams before the work begins and a final wiring diagram
at the completion of the required work, all wires will be labeled. The
work shall be done in accordance with all current AOC operating
manuals, original equipment manufacturer (OEM), and FAA publications.
The contractor shall be responsible for all documentation (FAA
8110/337), and logbook entries, as required by FAA regulations and
copies provided to AOC. The installation of the FMS must be completed
by January 1, 1999. Acceptable aircraft down time (out of service) is
six weeks. Evaluation of offers may be based on, but not limited to the
lowest total evaluated amount and past performance of similar work.
This acquisition is 100% set-aside for small business. The solicitation
will be issued on or about October 26, 1998. Requests for the
