Navy, Space and Naval Warfare Systems Command (SPAWARSYSCOM) is seeking
interested sources that can provide 64 Kbps leased high speed data
(HSD) satellite channels for INMARSAT Standard B terminals with
associated terrestrial connectivity to Navy Points of Presence. The
service shall be global, for ship-to-ship, ship-to-shore and
shore-to-ship communications, and shall be available 24 hours a day, 7
days a week. The service, Leased Channel Mode (LCM), will be used for
voice, video and data communications. The capability to provide
emergency dial-up is also essential. Approximately 25-40 64 Kbps leased
channels per month will be required to support U.S. Navy ships. The
contractor shall also be required to provide terrestrial connectivity
from the contractor's Land Earth Station(s) (LESs) to selected
Government Points of Presence. The contractor's LESs shall be
INMARSAT-type approved LESs. Space/terrestrial connectivity will be
required for up to five years (one base year plus four one-year
options). Request interested sources to reply via email/fax/mail and

no later than 23 October 1998. SPAWAR 02-32 intends to release a draft
Request for Proposal (RFP), and one-on-one meetings may be scheduled
with qualified potential sources. Interested source shall advise
whether or not they are a small business in accordance with Standard
Industrial Classification (SIC) Code 4899. The small business size
standard for SIC Code 4899 is a business, including its affiliates,
averaging no more than $11 million dollars in annual receipts. Annual
receipts of a concern which has been in business for 3 or more complete
fiscal years means the annual average gross revenue of the concern
taken for the last 3 fiscal years. Annual receipts of a concern that
has been in business for less than 3 complete fiscal years means its
total receipts for the period it has been in business, divided by the
number of weeks including fractions of a week that it has been in
business, and multiplied by 52. Please refer to FAR Part 19 for
additional detailed information on Small Business Size Standards. This
sources sought announcement is not a formal solicitation. The
Government shall not award any contract on the basis of this
announcement, nor will the Government pay for the responses received.
