D -- MIDCOURSE SPACE EXPERIMENT (MSX) SATELLITE SOFTWARE SUPPORT SOL FA255099R00002 DUE 102998 POC Nancy Henderson, 719/567-3840 The 1st Space Operations Squadron (1 SOPS) of the 50th Space Wing at Schriever Air Force Base, CO is seeking potential sources to perform software maintenance associated with the Midcourse Space Experiment (MSX) satellite. This effort involves the use of a SUN Ultra 1 workstation and a personal computer. The software maintenance effort involves development and modification of multiple Microsoft EXCEL spreadsheets/macros Microsoft ACCESS databases/macros, Microsoft VISUAL BASIC files/macros, UNIX shell scripts, and C-based tools. The contemplated period of performance for this effort is 01 December 1998 through 30 September 2002. MSX is an experimental satellite carrying several research payloads. The satellite is commanded by 1 SOPS. The primary payload user must receive data files generated from this software daily. Parties responding to this synopsis must be prepared to: 1) respond to software problems 24 hours/7 days a week; 2) analyze proposed changes and provide a technical assessment of the proposed solution, and advise on potential operational impacts of proposed changes; 3) document changes using appropriate Government forms; 4) perform software modifications, 5) update any documentation affected as a result of maintenance actions, 6) test modifications to ensure software is accurate, meets Government's requirements and does not regress the system, 7) permit Government read-only access to a database that provides accurate tracking and status of configuration changes, 8) permit Government to generate ad-hoc queries on the configuration tracking database and 9) perform Year 2000 assessments and fixes to software. Potential offerors should 1) possess sufficient experience in UNIX, C, EXCEL, ACCESS, Visual Basic, and Year 2000 issues; 2) be able to obtain a Secret Clearance and authorized access to 1 SOPS. A thorough understanding of the AFSCN and familiarity with Schriever AFB and 1 SOPS operations is desirable. This function requires close interaction with other contractor hardware and software maintainers, and Government members performing the MSX mission. Responses to this synopsis will be used for a market survey analysis to determine whether the contemplated acquisition will be conducted as an 8(a) competition, small business set aside, or conducted under full and open competition procedures. Interested and qualified sources are requested to provide a statement of current capability and past performance information. Sources must demonstrate management and technical experience on similar acquisitions, specifically addressing the requirements specified in this synopsis, and demonstrate the ability to obtain the resources necessary to successfully compete for this requirement (see Note 25). In order to be considered in this market survey, responses are required not later than COB 29 Oct 98.
