NASA Langley Research Center plans to issue an Invitation for Bids (IFB) which includes, but is not limited to, the following: (a) Provide one new outdoor unit substation with 15,000 volt fused disconnect switch, 2500/3125 kVA, 6,900 480/277 volt oil type transformer, and 480/277 volt switchgear; (b) provide feeders from existing vacuum switchgear to the new substation; (c) Provide a grounding system for the new substation; (d) Provide a concrete slab and masonry fire wall for the new substation; (e) Provide indoor main distribution panels rated at 480/77 volts; (f) Provide feeders from new unit substation to main distribution panels, for main distribution panels to SCR units, and from SCR units to termination junction boxes in the pit area; (g) Provide test set for breaker relay setting; (h) Install Government furnished SCR units; (I) Provide fans and control power for the SCR units. The order of magnitude for the procurement is $250,000-$500,000, and the effort shall be completed within 270 calendar days after notice to proceed. This procurement is part of the Small Business Competitiveness Demonstration Program. The SIC Code and small business size standard for this procurement are 1731 and $7,000,000, respectively. The anticipated release date of the IFB is on or about October 28, 1998, with an anticipated offer closing date of on or about November 30, 1998. All QUALIFIED responsible sources may submit a bid which shall be considered by the agency. An ombudsman has been appointed -- See Internet Note "B".
