Albuquerque Operations Office (AL) plans to issue a Request for
Proposal (RFP) under the Small Business Administration 8(a) program
leading to the selection of a contractor to provide facility
maintenance, mailroom, records management, custodial,
shipping/receiving, vehicle, grounds maintenance, and pest, snake and
rodent control support for the Property and Administrative Services
Division (PASD). Competition will be limited to eligible 8(a) concerns.
The Standard Industrial Classification code for this acquisition is
8744; with a size standard of $20M. These services are required to
assist PASD in its support to the DOE/AL and its satellite facilities.
All satellite facilities, except the Los Alamos Area Office (LAAO) are
located on Kirtland Air Force Base (KAFB) within the Bernalillo County.
The LAAO is located in Los Alamos, NM. Except where noted, all offices
will be supported by the specific tasks areas described below. In the
area of facility maintenance support, the contractor will be
responsible for: maintaining and preserving the facilities and
equipment; site infrastructure systems; electrical systems; and high
voltage equipment. Maintenance may include replacement retrofitting or
performing modifications that will maintain the function or design of
the equipment or system. The mailroom services required includes:
general mail distribution; and unclassified/classified/secret mail
distribution. The records management support includes facilitating the
storage, transfer and disposition of records. The custodial services
will only be required at the satellite facility located at the LAAO.
These services include basic cleaning services including, but not
limited to: dusting; trash removal; cleaning of restroom facilities;
vacuuming and cleaning of floor surfaces. The shipping and receiving
support includes, but is not limited to: shipping and receiving of
supplies, material and equipment; property management to include
bar-coding all accountable equipment/property; and other miscellaneous
duties. The vehicle support includes, but is not limited to:
controlling and issuing vehicles; issuing base decals; monitoring the
condition of all vehicles; maintaining gas/oil levels; taxi service;
and delivering vehicles to Sandia National Laboratories for repair and
maintenance. Ground maintenance includes, but is not limited to:
irrigation; mowing/edging; trimming weeds, trees and shrubs; seeding
and fertilization; snow removal; parking lot sweeping; planting of new
plants, trees etc. The pest, snake and rodent control services will
only be required at the satellite facility located at the LAAO. This
support includes, but is not limited to: the control and proper
elimination of pests to include roaches, mosquitoes, ants, spiders, and
flying insects; trapping and properly disposing of snakes and rodents
such as rats and mice. The pest control support shall be provided by a
licensed or commercially certified applicator. A one-year basic
contract period plus four-one year options is anticipated. The facility
maintenance and support services similar to those described above are
currently being performed by Westar Corporation under Contract No.
