future procurement action of UHF DAMA SATCOM terminals for the Joint
Services and authorized Federal Agencies. This effort would be
undertaken to satisfy organizational requirements beyond the currently
fielding AN/PSC-5 terminal. While the AN/PSC-5 terminal has been
designated the primary terminal for DoD users and is being entered into
the standard military supply and sustainment structure, PM Milsatcom
recognizes the needs of selected users to acquire the nonstandard DoD
terminal for a number of reasons routinely quoted by the operational
users, (that in particular own legacy systems and/or accessories). A
requirements based acquisition is contemplated, which would allow
selected users to "order" specific terminals through PM Milsatcom.
These customers are anticipated to be Non-MTOE, or property book users
capable of validating their own requirements and developing their own
internal Government funding programs. The concept envisioned by PM
Milsatcom, would allow multiple industry sources to make their products
available for order, with periodic adjustments of delivery pricing
based upon factors such as market and competition. This concept has in
the recent past been successfully utilized by the National Security
Agency to procure secure desktop telephone, (STU-II/III) for DoD from
multiple sources. This concept has allowed users to "select" individual
products based upon functional differences, or cost, revolving around
a central set of technical functional requirements. PM Milsatcom would
consider inclusion of any terminal functionally certified by the JITC
as a complete unit in this type of acquisition. Other significant
considerations would be length and details of manufacturer's
guarantee/warranty program and a willingness to establish a post
warranty maintenance program funded by the users themselves past the
warranty period. PM Milsatcom recognizes there may be industry issues
and concerns linked to the establishment of minimum ordering quantities
and the period and rationale of recurring contract adjustment and
invites discussion with industry on these issues. Written opinions and
discussions only are invited on these topics and industry opinions
will be protected as proprietary when so identified. Interest in
