proposal for the BRU-57 "smart" bomb rack is contemplated for release
not earlier than 15 days after publication of this announcement. This
acquisition will be pursued as a competitive Small Business Set-Aside
procurement. The BRU-57 is a dual-carriage rack for smart weapons on
the F-16 using the MIL-STD-1760 interface. The rack comprises of a
BRU-33/A strongback, two BRU-46-8 ejector units, electronics for
controlling and routing -1760 signals, and BRU-33A/A forward and aft
fairings. Competition will be based on performance specification with
an informational BRU-57 Technical Data Package (TDP). The BRU-33/A
strongbacks and the BRU-46-8 will be Government Furnished Property. The
electronics must be demonstrated to be MIL-STD-1760 compatible and
proposal schematics required. Award is currently scheduled for April 1,
1999. The BRU-57 contemplated delivery of the first production lot is
in FY99 with option deliveries in FY00 and FY01. The BRU-57 program
office estimate of the funding profile (in millions) is less than $2.0
for FY99; less than $4.5 for FY00; and less than $12.3 in FY01. The

The BRU-57 program has been designated as a total Small Business
Set-Aside. Firms responding to this synopsis should be a small business
concern or a small disadvantaged business concern as defined in FAR
52.219-1 and FAR 52.219-2 respectively (Size standard 1000; SIC Code
3728). An Ombudsman has been appointed to hear concerns from offerors
and potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the Contracting Officer, but to communicate contractor
concerns, issues, disagreements and recommendations to the appropriate
government personnel. All potential offerors should use established
channels to voice concerns before resorting to the use of the
Ombudsman. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the selection
