for National and Community Service (CNS), a wholly-owned Government
Corporation, was created in 1993 by the National & Community Service
Trust Act. CNS is a public-private partnership that seeks to engage men
and women from all walks of life in service to their communities. CNS
administers three national service initiatives: Learn and Service
America which provides models and resources for teachers integrating
service into classrooms from kindergarten through college; the National
Senior Service Corps which involves senior Americans in community
service through the three programs Foster Grandparents, Senior
Companions and the Retired and Senior Volunteer Program; and
AmeriCorps, which includes hundreds of local and national sponsors, as
well as two nationally administered programs, AmeriCorps*National
Civilian Community Corps and AmeriCorps*VISTA. Specifically,
AmeriCorps*VISTA is a full-time, year-long program for men and women
who commit themselves to increasing the capability of low-income
individuals to improve the conditions of their lives. AmeriCorps*VISTA
members live in the communities in which they serve, creating programs
that can continue after they complete their service. AmeriCorps*VISTA
has members assigned to programs in all 50 states, the District of
Columbia, Puerto Rico and the Virgin Islands. Statement of Need The
Atlantic Service Center, located in Philadelphia, PA, of the
Corporation for National Service coordinates orientation and training
for the AmeriCorps*VISTA programs in the Northeastern United States.
The Service Center requires professional logistics services to assist
in delivering AmeriCorps*VISTA trainings during fiscal year 1999.
Currently trainings are scheduled for October 26-28, 1998; November
16-20, 1998; February 22-25, 1999; May 3-7, 1999; June 21-25, 1999; and
August, 23-27, 1999 at sites which have not yet been determined.
Statement of Work Under the guidance of the Contracting Officer's
Technical Representative (COTR), the selected vendor shall assist with
logistics associated with the preparation and implementation of all
trainings. We expect that each training event will have approximately
110-130 participants. Specific tasks to be performed independently are
as follows: (1) Maintenance of a Microsoft ACCESS compatible database
to maintain data on all training participants. CNS shall provide
participant information in an electronic format to the selected vendor.
(2) Preparation and delivery of invitation and/or follow-up mailings to
training participants. A sample packet for each training will be
provided to the vendor. Each packet will contain no more than ten (10)
pieces. All materials will be provided by CNS. The vendor will be
responsible for collating materials to be mailed, generating
personalized letters, and personalizing the necessary materials in the
packets and mailing them although CNS will provide shipping slips. (3)
Collating required materials for trainings which may include training
binders (up to 200 per event), child care folders (50 per event
containing up to 10 pieces), materials for supervisors training (30 per
event containing up to 5 pieces), packets for consultants. (4)
Arranging for shipping of items needed at PSO: T-shirts, tote bags,
binders, banners, displays, supplies. Approximately 20 boxes of
materials are shipped to the training site each training. CNS shall
furnish the items to the contractor and incur any shipping cost. (5)
Compilation and summary of evaluations. Up to 200 evaluations per
event. (6) Maintain warehouse or storage space sufficient to store CNS
materials associated with trainings. Will be responsible for security
of all materials provided by CNS and accepts liability for any
materials lost or stolen from storage The Corporation for National
Service will: (1) Following contract award, establish a schedule with
the selected vendor to ensure timely mailing of training information to
participants and shipping of materials.(2)Provide all CNS specific
materials and supplies necessary for each event including but not
limited to T-shirts, tote bags, administrative forms, all handbooks,
invitation packet materials, binders, banners, and displays.(3)Submit
a training agenda at least four (4) weeks prior to the
orientation.(4)Provide a mechanism to have shipping and mailing costs
charged to CNS. Period of Requirement Services will be required from
October 15, 1998 through September 30, 1999. Price quotes due at the
