Contracts Office, Contract@nist.gov. The National Institute of
Standards and Technology (NIST) intends to negotiate with TOSS, Inc. of
Fairfax, Virginia on a sole-source basis to acquire two (2) full-time
DocuTech operators for the National Technical Information Service
(NTIS). One operator shall work from 8:00 AM to 4:30 PM Monday through
Friday. The second operator shall work from 3:30 PM to 12:00 AM Monday
through Friday. DUTIES OF KEY PERSONNEL: The individuals shall operate
a high speed digital computer system processing batch and real time
applications programs. The individuals shall consult with internal and
external clients to determine job specifications, assure that
resources are available and organized to carry out tasks, and set
up/adjust and monitor electronic publishing workstations. The
individuals shall use software commands to produce proper output, check
output, and produce customized reproduction jobs. In addition to
operating the system, establishing print priorities and resolving
common error conditions, the individuals shall be responsible for
recognizing, diagnosing, and independently acting on commonly occurring
machine stoppage and error situations that may not be fully covered by
existing procedures and guidelines. The individuals shall also be
responsible for maintaining records for production control, supply
usage, and billing purposes, and shall serve as resource persons for
operators at lower job levels, conducting on-the-job training for new
operators as applicable. KEY PERSONNEL REQUIREMENTS: The key personnel
shall be skilled in using the following equipment: DocuTech 135
Network Production Publisher, DocuTech 90 Network Production Publisher,
Canon 500 CLC, Canon 800, and Canon 6030. The key personnel shall be
able to operate the following additional equipment: Bostich Hand
Stitcher, 3-Hole Drill Press, Table Top Folders, GBC, and TFE Envelope
Stuffer. They shall be experienced in the more advanced functions on
the Xerox DocuTech machines, including scanning and cropping of images,
and inserting and enhancing graphics. Additionally, they personnel
shall be experienced in moving, cutting and pasting, and
inserting/deleting of various items such as graphics, pages and
numbering, and shall have the ability to paginate documents and merge
files. Anticipated period of performance is from date of award through
twelve (12) months thereafter. Place of performance is: U.S. Customs
Service, Ronald Reagan Building, 1300 Pennsylvania Avenue NW,
Washington, DC. NIST intends to negotiate with TOSS, Inc. under the
authority of FAR 6.302-1, which permits sole source acquisition when
only one responsible source will satisfy the agency's requirements.
TOSS, Inc. has provided this specialized type of labor support since
January 1998, and their key personnel are already trained in the
processes of the U.S. Customs Service. As such, award to another source
would likely result in substantial duplication of cost to the
Government that is not expected to be recovered through competition,
and would likely create undue hardship to the U.S.Customs Service and
NTIS. Anticipated award date is October 15, 1998. This notice is not a
request for proposals. However, interested parties may identify their
interest and capability to satisfy the Government's requirement within
10 days of this notice. Capability statements must include documented
evidence which clearly demonstrates an interested party's bonafide
capability to fulfill the agency's requirement, including documentation
of expertise in working with networked DocuTech equipment and
familiarity with the processes of the U.S. Customs Service. A
determination by the Government not to compete the proposed contract
based upon responses to this notice is solely within the discretion of
the contracting officer. A solicitation document is not available. See
