This requirement will be issued as a FULL AND OPEN COMPETITION. A Firm-Fixed-Price (Level-of-Effort) type contract is contemplated as a result of this solicitation. The solicitation will include provisions for restricting Organizational Conflicts of Interest. Estimated release date of the RFP is on or about 20 October 98.
