synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This is a small business set-aside,
this solicitation shall utilize small purchase procedures. The contract
will be for one year, starting on or about the 7th of October 1998 and
ending the 30th of September, 1999. The number of estimated hours will
be approximately 792 hours for the year. Description- The contractor
shall provide an individual to advise the Child Development and Youth
staff and parents of children in the program. These individuals will
receive opportunities to receive training and counseling services from
a professional outside the organization at Los Angeles Air Force Base
in El Segundo. This service is designed to provide strategies to
relieve the stress associated with the fast paced metropolitan life and
the child care issues and problems. Provide monthly training to 30 to
40 staff members on early childhood issues, concentrating on individual
education plans for children in each age group. Provide advice to the
director and training specialist on new trends in child care. Offer
counseling services to parents on issues associated with daily
concerns. Survey parents semi-annually to determine parenting needs.
Survey new parents as they enter the program. Plan and develop at least
four parenting classes, focusing on current issues at any one of the
centers at Los Angeles Air Force Base and Fort Mac Arthur in San Pedro.
Work through Lead Caregiving staff on strategies to prevent or reduce
negative behavior. Conduct individual classroom observations as needed
based on specific behavioral concerns. Advise staff on strategies on
effective classroom management and behavior modification. Follow up and
report to the director monthly. Interact with the administrative and
teachingstaff at the local schools on issues of concern affecting the
school age children. Redirect suspected child abuse issues to the
director and/or flight chief. Provide counseling to parents when needed
on issues of concern in the program. Develop a system to report
frequent concerns to the director and flight chief. Attend monthly
staff meetings to apprise staff of issues regarding the entire program.
Provide monthly reports to the family member support flight chief.
Person must have as a minimum a graduate degree in child development,
early childhood education, school age care, and three years teaching
experience with young children. Must be familiar with the Marazon
Curriculum System. All responsible sources may submit a bid, proposal,
