D -- TAOS SATELLITE DATA FLOW OPERATIONS SOL FA2550-99-R-0001 POC PCO Nancy Henderson, 719/567-3840 The 5th Satellite Operations Squadron of the 50th Space Wing at Onizuka AS, CA is seeking potential sources to conduct data flow operations associated with the Technology for Autonomous Operational Survivability (TAOS) satellite. This effort involves the operation of Common User Equipment (CUE) at Onizuka AS to provide satellite telemetry data to the end users. The contemplated period of performance for this effort is 01 January 1999 through FY00. TAOS is an experimental satellite carrying a variety of scientific payloads. The satellite is commanded by the 1st Space Operations Squadron (1 SOPS) at Schriever AFB, CO. The primary customer for TAOS is the Payload Operations Center (POC) located at Onizuka AS, CA in Sunnyvale, CA. The POC must receive payload and satellite state-of-health data several times per day. Parties responding to this synopsis must be prepared to: 1) support seven satellite contacts per day, 24 hours/7 days per week, plus playback requirements; 2) configure all necessary ground resources, and establish connectivity with Remote Tracking Stations, spacecraft, and users; 3) troubleshoot the Command and Control Segment (CCS) and ground support problems in real-time; 4) generate Contact Support Plans; 5) enable and use secure voice systems; 6) schedule Air Force Satellite Control Network (AFSCN) and Onizuka AS (OAS) resources for all TAOS supports; and 7) document all TAOS supports on the 5 SOPS Mission Analysis Reporting System (MARS). Potential offerors should possess sufficient experience in CCS operations, and be able to obtain a Secret Clearance and authorized access to the OAS Space Operations Center. A thorough understanding of the AFSCN and familiarity with OAS base and 5 SOPS procedures is desirable. This function requires close interaction with contractor computer operators, Space Operations and Maintenance (SOM) contractor mission control team members, 1 SOPS (Schriever AFB) and OAS Communication System Resources. Responses to this synopsis will be used for a market survey analysis to determine whether the contemplated acquisition will be conducted as an 8(a) competition, small business set aside, or conducted under full and open competition procedures. Interested and qualified sources are requested to provide a statement of current capability and past performance information demonstrating management and technical experience on similar acquisitions, specifically addressing the requirements specified in this synopsis, and demonstrate the ability to obtain the resources necessary to successfully compete for this requirement (see Note 25).
