This requirement will be issued on an unrestricted basis for full and open competition. In order for a proposal to be considered an offeror must be registered on the Central Contractors Registry (CCR). The contractor shall provide all labor, materials, supplies,equipment and management staff necessary, to perform the(JOC) for the Directorate of Installation Support for the U.S. Army Intelligence Center and School, Fort Huachuca, AZ. The services called for under this will be for real property maintenace and repair or minor consturction. Fort Huachuca includes 73,344 acres situated in the Huachuca Mountains in Cochise County, Arizona. Other areas to be service by the JOC are as follows: 1. U.S. Army Reserve Center, Phoenix, AZ 2. U.S. Army Reserve Center, Tucson, AZ 3. U.S. Army Reserve Center, Las Vegas, NV 4. U.S. Army Reserve Center, Meas, AZ 5. U.S. Air Force Reserve Center, Las Vegas, NV The type will be a Fixed Price Requierments with one base year and four option years. All work will be issued onindividual delivery orders based on the unit price book using the contactors coefficient. Pricing Method: The latest R.S. Means Facilities Cost Data Base with the Timberline Precision Estimating -- Extended Edition for Windows (with Means Integrator) cost estimating software program, hereinafter referred to as the Computerized Pricing Guide (CPG), will be the basis for developing the project costs. The cost data base shall also include cost data for Assemblies, Building Construction, Electrical, Mechanical, Plumbing, and Site Work & Landscaping. Line item prices for each work item or assembly shall include bare costs of materials, equipment and labor. The Davis Bacon Wage Determination will apply where the R.S. Means Facilities Cost Data Base wage rates are lower than the Davis Bacon Wage Determination, the labor rate(s) will be adjusted to comply with the Davis Bacon Act. Only standard commercial allowance on materials will be included for each work item or assembly. Additional quantities for scrap or waste are not allowable. Contractor Coefficients: The contractor's coefficient for base year and option years will be a loaded fixed unit price rate that will consist of the direct and indirect costs; general and administrative expense(s) for performing and completing each project task, planning, operating and managing the contract. To include licenses, permits, fees, insurance, taxes, environmental compliance's, clean-up, protection and moving of government property, quality control, bonding, site office, mobilization, as-builts and profit. The value of the pre-priced work shall be computed by multiplying the coefficient(s) times the unit prices in the Computerized Pricing Guide (CPG).
