(National Shipbuilding Research Program) intends to publish Research
Announcements (RAs) which will include a call for abstract submission,
in November 1998. These Research Announcements will address work to be
funded under the MARITECH Advanced Shipbuilding Enterprise Program.
Additional information about the MARITECH ASE program and Strategic
Investment Plan is located on the Web at www.nsrp.org. This intent to
solicit projects is issued to provide advance notice for potential
offerors to begin planning their approach, such as identifying team
members, drafting abstracts, etc. This is not a notice of solicitation.
Detailed RAs are under development in the following areas, as described
in the Strategic Investment Plan: Shipyard Production Process
Technologies Product Design and Material Technologies Facilities and
Tooling Business Process Technologies Systems Technologies Crosscut
Initiatives, which include Education and Training, Technology Transfer,
Organizational Change, Environment, Safety, Health and Human Resources.
It is anticipated that a research announcement will be published for
each of the six areas listed above. Funding levels will depend upon
Congressional budget results for FY 1999. The technical content AND
generic rules for proposals (e.g., format, evaluation criteria, funding
ceilings) are currently being developed. The level of detail expected
in proposals will be commensurate with the scope of the proposed
project. Once funding levels are approved by Congress and Government
terms and conditions are finalized, the full Research Announcements
will be published. The following requirements for offerors are also
anticipated: Cost share (level to be determined) by each project will
be required. Within a team, division of cost share is at the discretion
of team members. Optional abstracts may be submitted by offerors 30
days after the date of the official Research Announcement. These
abstracts (not to exceed 3 pages in length) will be reviewed by the
MARITECH ASE Program Administrator and feedback provided to submitters
prior to full proposal submission. A proposer's conference will be
scheduled within two weeks of the Research Announcement release date to
explain the process and answer general questions. One- year phases for
multi-year projects are anticipated to allow for go/no-go decisions on
future year efforts/funding. Proposals must address the business case
that substantiates how a given idea will impact the industry bottom
line Most projects will be funded on a basis of sharing results within
the U.S. industry. Some projects with proprietary content are
anticipated, but these projects will require substantially higher cost
share. Teaming is strongly encouraged. Full details and complete
requirements will appear in the Research Announcements. Timeline:
