CECOM Night Vision & Sensors Directorate is planning to issue a
competitive best value solicitation for the full and open, best value,
competitive procurement of an Electro-Optic/Infrared (EO/IR) sensor.
It is anticipated that the award for this acquisition will result in a
Cost Plus Incentive Fee (CPIF)/Time and Materials (T&M) type contract.
This solicitation is for a 24 month effort for an affordable,
lightweight, modular, adverse weather, real time, high resolution
payload integrated into a manned Army aircraft, with an option to
integrate into a TUAV. The TUAV EO/IR is part of the Multi-Mission
Common Modular UAV Sensors Advanced Technology Demonstration (ATD)
Program. The ATD's sensor suite consists of two individual sensors: an
EO/IR sensor and a Synthetic Aperture Radar Moving Target Indicator
(SAR/MTI) sensor. Due to payload capacity restrictions in a Tactical
UAV class vehicle, it is not expected that these sensors be on board at
the same time. The common modular payloads' approach is to maximize
form/fit/interface compatibility and to share hardware and software to
the maximum extent possible. Deliverables shall include: two (2) EO/IR
sensors (with Gimbals), one (1) CDU for lab and airborne operations
(Air-CDU), one (1) CDU for ground purposes (Ground-CDU), and critical
spares to be proposed by the contractor. The option shall include a
range of 1 to 10 additional TUAV EO/IR Sensors with Gimbals, 1 to 3
additional CDUs, and 1 to 3 additional Spares Packages; integration and
flight testing of the TUAV EO/IR on an Unmanned Aerial Vehicle (UAV);
incorporation of a Laser Rangefinder/Designator within the current
volume envelopment requirement of the TUAV EO/IR Sensor; incorporation
of Automatic Target Cueing; and engineering support for 6 addition
months of Government flight evaluation, maintenance, integration, and
operator training as a T&M effort that is not to exceed one million
dollars. A draft of the executive summary, statement of work, and
