COSIS Support and MSC Ship Maintenance & Repair. The contract will be
a combination Fixed Price/Indefinite Quantity type contract with Award
Fee provisions with full performance starting 1 October 1999,
following 45 days of mobilization and 120 days of phase-in. The
contract includes a base period with option provisions to extend the
term in subsequent years for a total period not-to-exceed 89.5 months.
The Government will not issue a synopsis when exercising the
option(s). The estimated cost, including options, is in excess of
$140,000,000. Cost Limitation: The tentative budget ceiling for the
fixed-price and award fee portion of this contract is as follows: (1)
Base period: $4,382,464; (2) Option Period 1 $20,737,391; Option Period
2: $21,366,013; Option Period 3: $22,013,993; Option Period 4:
$22,651,313; Option Period 5: $23,287,953; Option Period 6:
$24,033,891; Option Period 7: $16,482,739 and Option Period 8:
$4,006,369. Proposals in excess of this amount may not be considered.
This procurement is restricted to United States/United Kingdom joint
ventures unless no qualified joint-venture firms submits a reasonable
offer, in which case they shall be opened to United States firms.
Interested firms will be required to submit past performance
information, management and price proposals. Contractors submitting
proposals must be registered with the Department of Defense Central
Contractor Registration Database. Formal source selection procedures
will be used, with award based on the proposal determined to have the
greatest value to the Government considering both quality and price
factors. Quality proposals will be evaluated on the following two
factors: (1) Past Performance and (2) Management Approach. Past
Performance is significantly more important than Management Approach.
The quality evaluation factors combined are considered significantly
more important than price; however, the importance of price will
increase if two or more management proposals are nearly equal in value
or if price is below budget ceiling. The Request for Proposal (RFP)
will be available and issued over the Internet at the following address

media on or about 2 November 1998. Cost of the CD-ROM version is $10
per copy. Offerors interested in obtaining the CD-ROM version must
submit their requests via email to DGBOS@efdpac.navfac.navy.mil not
later than 19 October 1998, refer to the company "Registration" button

Internet website. Provide your company name, address, point of contact,
area code and phone number. Payment must be received by our office at
Pacific Division, Naval Facilities Engineering Command, Contracts

96860-3134 prior to issuance of the RFP. Payment for CD-ROM should be
paid by check payable to "U.S. Treasury". Failure to provide any of the
above information and check, as indicated, may delay the processing of
the RFP and is at no fault of the Government. Paper copies of the
solicitation will not be provided. Amendments and other related items
for this procurement will be posted on the internet at the following

paper copy of amendments will be sent and it is the proposer's

cost of $10 each. Submission of Past Performance Information:
Prospective offerors are required to submit past performance
information to the Commander, Pacific Division, Naval Facilities
Engineering Command, Contracts Department Code 0222:NC, 258 Makalapa
Dr. Ste 100, Pearl Harbor, HI 96860-3143 by 14 December 1998. Refer to

Presentations: Oral presentations may be conducted. Refer to the "Oral

website. Site Visit & Pre-proposal conference: A one-time site visit
and pre-proposal conference at Diego Garcia is tentatively scheduled
for 14 December to 19 December 1998 and will be restricted to
planholders or registered firms only. Due to limited billeting
facilities, each prime proposer will be allowed at least one attendee
on the site visit. If additional billeting are available, a maximum of
two will be allowed on a first-come-first serve basis. Each joint
venture firm may submit additional names as alternates in a prioritized
list. Prospective offerors must submit e-mail requests for site visit
clearances and conference attendance to DGBOS@efdpac.navfac.navy.mil by
13 November 1998 (30 day area clearance required)with the following
information: full name, male/female, citizenship, firm representing,
position/title, social security number, complete company and home
address, passport number (place of issuance, date of issue, expiration

website for additional information. The expected closing date for
receipt of proposals is on or about 4 January 1999 at 11:00 a.m., HST.
Response to this announcement should be prepared in accordance with
the instructions contained in the RFP. Late submittals will be
considered in accordance with FAR 52.215-10, LATE SUBMISSIONS,
MODIFICATIONS AND WITHDRAWALS OF PROPOSALS. The estimated date of award
is 16 April 1999. Award will be based upon overall best value to the
Government, with consideration given to the factors of past
