The Bureau of Reclamation is preparing to issue a solicitation for performing the following study and design: Reclamation, in cooperation with the Los Angeles County Department of Public Works and the Water Replenishment District of Southern California, seeks to improve the efficiency of the Alamitos Barrier Project (ABP), Dominguez Barrier Project (DGBP), and West Coast Basin Barrier Project (WCBBP) by developing a state of the art data management program, remote monitoring, and operations system. These three seawater intrusion barriers prevent the intrusion of seawater into adjacent groundwater basins by using injection wells to pump in freshwater to form a protective pressure ridge. The WCBBP is the largest of the three barriers with 153 injection wells while DGBP has 41 injection wells and ABP has 35 injection wells. The Department has existing telemetry systems already in place or planned for its 17 dams, 30 spreading grounds, and WCBBP well facilities. Field monitoring and transmission equipment specified for WCBBP will be used for this project. Major elements of work will include: (1) Evaluate and analyze: (i) the Department's existing and proposed telemetry system for the dams, spreading grounds and WCBBP monitoring wells; and (ii) the current Department data collection methods with respect to their effectiveness. (2) Prepare and submit a design report in which the recommended instrumentation techniques to achieve an operational system are discussed. (3) Design an overall telemetry system for the ABP and DGBP utilizing field monitoring and transmission equipment specified for the WCBBP telemetry contract. The telemetry system design should be able to collect data required to operate and monitor the injection and extraction wells and store the data on site as a contingency against losing data before receipt at the headquarters building or base station. Required System Features: (i) Multiple telemetry paths; (ii) Programmable capability to automatically adjust data collection rates; (iii) Error checking capability; (iv) Capability to measure manually; (v) Programmable alarms at various ranges for each type of data collected; (vi) Transmission of alarm conditions to the Department's headquarters building; (vii) Reliable and accurate operation under extreme changes in flow; (viii) Secure from vandalism and flooding of the facilities and measured parameters; (ix) Flexibility for increasing or decreasing the number of data points monitored and the frequency of collection; (x) Capability to upgrade features; (xi) Notification of Department designees of all alarm conditions; (xii) Electronically readable identification tag physically and permanently affixed to each data collection point. System Compatibility: (i) Where applicable, integrate with the communication network utilized by the existing Department paths, networks, and devices; (ii) Provide control and remote monitoring of each site from the Department Operations Center (DOC) or other facility using remote dial-in. (4) Prepare design plans and specifications for installation of a complete telemetry system at the ABP and DGBP. (5) Furnish and install equipment for a selected Telemetry Pilot System to demonstrate the system design at the ABP. (6) Training. Conduct training sessions with Department staff responsible for operating and maintaining field equipment and office equipment, sufficient to establish expertise in operating and maintaining the equipment. Provide complete documentation on operation and maintenance of all office equipment and software. The estimated issuance date of the solicitation is October 9, 1998.
