and economical system for processing, in US dollars, pay for
approximately 27,000 non-appropriated fund (NAF) civilian employees
employed at worldwide locations, approximately 700 portability
employees, and 2,800 retirees. The proposed NAF Payroll System
(NAFPS)will service all NAF employees through a worldwide
communications network. As such, it will provide for uniformity in
collecting and reporting time and attendance data, computing leave and
pay and allowances, maintaining leave, pay, and retirement records,
and other pay related operations. In addition, the contractor will
provide a state of the art system operating in a relational client
server environment. Approximately eighty AF installations will process
in real time against the central database located at HQ AFSVA. The new
system will provide required interfaces with other systems and payroll
functions. The actual payroll processing and finalization of pay will
be accomplished at the central database with all output products
downloaded to each installation. The contractor is required to provide
for training, documentation, software maintenance and specific
requirements as outlined in the Statement of Work (SOW). The software
must run on a Pentium or greater and operate in Microsoft Windows 95/NT
workstation 4.0 or greater. The objective is to obtain commercial
off-the-shelf software that will meet a minimum of 80 percent of our
requirements. The contractor will be required to customize the software
to meet 100 percent of the requirements as specified in the SOW. The
contractor's payroll software must currently be installed in a client
server environment in a minimum of 6 establishments operational for a
minimum of 12 months. One of the six software-installed establishments
should pay a minimum of 30,000 employees. It is the intent of this
office to issue the solicitation approximately 23 Oct.98. This is a
nonappropriated fund purchase and it does not obligate appropriated
funds of the United States Government. Nonappropriated funds are
generated by the military community through the sale of goods and
services and the collecting of fees and charges for participation in
military community programs. This purchase does not involve federal tax
