Construction/Reconstrution: This project consists of various
reconstruction and construction requirements for three separate
campgrounds on the Colville National Forest.The projects encompass
approximately 102 acres of National Forest System land over three
locations within the Pend Oreille River drainage. The elevation of the
area ranges from about 2,000 to 2,100 feet. The three campgrounds are
Panhandle Campground, Edgewater Campground, and Pioneer Park
Campground, all are in Eastern Washington on the east side of the Pend
Oreille County. Proposed Work Requirements:The Proposed project is to
rehabilitate facilities in the three campgrounds and to replace
facilities that are in poor condition or do not meet accessibility
standards to include the following:1) New road construction and
existing road reconstruction to improve drainage and access to and
through the campgrounds.2). New construction or reconstruction of
parking area or boat launches in all three campgrounds. Approximately
0.5 acre of new construction would be necessary for Panhandle and
Pioneer Park Campgrounds and a total of 1.0 acre of reconstruction
would be necessary for Panhandle and Pioneer Park Campgrounds. 3)
Replacement and demolition of existing wooden toilets with precast
concrete toilet buildings of barrier-free design.4) Removal or
relocation of day-use facilities (picnic tables, firpits, changing
houses) to place them out of floodplains. Existing sites would be
rehabiliated. 5) Replacement of picnic tables and campfire rings with
structures that are of barrier-free design. 6) Reconstruction or
construction of trails to facilities to be barrier-free. 7) Development
of acessways (path, stairways, etc.) at designated locations and
rehabilitation of trails currently causing bank erosion. 8) Relocation
of the host site in Panhandle Campground to be near the new entrance
and out of the influence of seasonal high water. The new site would be
equipped with power, telephone service and a graywater tank . 9)
Replacement of old water systems, including possible relocation or
reconfiguration, to provide safe drinking water to the public.The
estimated cost of construction for all three campgrounds is $500,000 --
$1,000,000. The contract time period for the Panhandle Campground is
July 15, 1999 through October 15, 1999. The contract time period for
the Edgewater and Pioneer Campgrounds is April 1, 1999 through June 30,
1999 and September 7, 1999 through November 1, 1999. The solicitation
is estimated to be issued approximately February 1, 1999. No formal
site visits are schduled. All prospective offerors are urged to inspect
each site during October 1998 to access physical conditions before
submitting an offer in Feb. 1999. Campground are behind locked gates
but access on foot is allowable. The Government may award more than on
contract for these three campground projects. Conceptual site plans
