Contractor effort will include but not be limited to continuing development and application of nuclear effects mitigation tools and methodology for Department of Defense (DoD) satellite communications and ground based radar systems working in the presence of atmospheric disturbances created by nuclear explosions. In accomplishing this effort, the contractor will be required to investigate the impact of nuclear explosions in the atmosphere as communications and radar systems are developed and as technology changes, with the aim of improving overall operation of said systems in disturbed and undisturbed environments. The contractor must also be able to define radar and communications propagation effects test and demonstration techniques and support simulation testing. Contemplated period of performance is thirty-six (36) months. This procurement is 100 per cent set aside for small business. (See Numbered Note 1) All contractor personnel will require a DoD security clearance of SECRET. All responsible sources may submit a proposal which shall be considered.
