This is a combined synopsis/solicitation for commercial items prepared
in accordance with FAR subpart 12.6 as supplemented with additional
information included with this notice. Quotations are being requested
and a written solicitation will not be issued. This acquisition will be
conducted using simplified acquisition procedures. The solicitation
document and incorporated provisions are those in effect through
Federal Acquisition Circular (FAC) 97- 3. The source origin code for
this procurement is USAID Geographic Code 000 (U.S. only). Note,
however, that a source origin waiver is being sought to permit code 935
(all but foreign policy restricted countries.) The contractor shall
deliver to Conakry, Guinea: Item 1. Four (4) each 1998 or 1999 4x4 LHD
station wagons, tropicalized for use in extreme physical and climatic
conditions. Engine: Minimum 4.0 liter 6 cylinder diesel powered with
heavy duty cooling system. Transmission: Manual with 5 speeds forward
and 1 reverse. Steering: Power steering. Brakes: Power brakes, front
disc, rear drum. Suspension: Heavy duty suspension, suitable for
off-road use in rough terrain and wet conditions. Tires: Steel belted
radials, all terrain tread. Full size spare tire and wheel shall be
provided. Electricals: Heavy duty 12 volt electrical system. Extras:
Front mounted power winch. Doors: 5. Seats: Front: 1 + 2 bench. Rear:
3 person bench. Cloth. Spare parts: Manufacturer's recommended spare
parts for 2 years. Item 2. Two (2) each 1998 or 1999 model 4x4 pickup
trucks with extended cab, tropicalized for use in extreme physical and
climatic conditions. Engine: Minimum 3.0 liter 4 cyclinder, diesel
powered. Heavy duty engine cooling system. Transmission: Manual with 5
speeds forward and 1 reverse. Steering: Power steering. Brakes: Power
brakes, front disc, rear drum. Suspension: Heavy duty suspension
suitable for off-road use in rough terrain and wet conditions. Tires:
Steel belted radials, with all terrain tread. Full size spare tire and
wheel, mounted in a suitable location.Electricals: Heavy duty 12 volt
electrical system. Extras: Front mounted power winch. Doors: 4. Seats:
4-5 passenger capacity. Cloth covering. Spare parts: Manufacturer's
recommended spare parts for 2 years. Item 3. Two (2) each
sedans/station wagons to manufacturer's standard specifications,
tropicalized for heavy duty urban use in Guinea. Engine: Minimum 1600cc
operating on regular leaded gasoline. Heavy duty cooling system.
Transmission: Manual minimum 5 speeds forward and 1 reverse. Steering:
Standard for the vehicle offered. Brakes: Standard for the vehicle
offered. Suspension: Heavy duty suspension. Tires: Steel belted
radials, full size spare tire and wheel. Spare parts: Manufacturers
recommended spare parts for 2 years. Warranty: Manufacturer's warranty
must be fully honored throughout Guinea. Delivery: All vehicles must
be delivered as soon as possible. Price basis: CIF Conakry, Guinea.
Validity: Quotations to remain valid for 90 days from the closing date
of this RFQ, and are to be accompanied by manufacturer's product
descriptive literature and technical specifications. Contract: MSH will
award a contract based on quotations resulting from this solicitation
to the responsible offeror whose offer conforming to the solicitation
will be the most advantageous to the Government, price and other
factors considered. The following factors listed in descending order of
importance shall be used to evaluate offers: a. Lowest price quotation
for all items. b. Having an authorized representative in Guinea. to
implement warranty, maintenance, and provision of spare parts. c.
Earliest delivery. d. Past performance. Each offeror is required to
provide information for similar/same supplies, to include two most
recent contract numbers, points of contact with current telephone
numbers, and types of supplies provided. Requirements: The contractor
shall carry out the following tasks: a) All vehicles shall be delivered
CIF to Conakry, Guinea, not later than November 30, 1998. b) Provide
timely information and copies of alldocumentation to MSH including but
not limited to name of carrier, pickup and delivery dates, copies of
all applicable Bills of Lading, vendor's invoice detailing CIF value,
and packing lists. "Timely notification" means that the contractor
shall advise MSH by fax (617-524-6538) of the shipment within one day
of placing the vehicles on the transportation conveyance. c) The
Contractor shall send, by the fastest safest means available, originals
of all the documentation described above to MSH, Batiment 208 Route
826/Route de L'Hotel Golfe, Quartier Minier, Conakry, Republic of

following incorporated provisions and clauses are those in effect
