Contract Specialist, 301-981-2315 This is a combined Synopsis/Request
for Quotation (RFQ) for commercial items in accordance with the format
in FAR Subpart 12.6 as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 90-41. This acquisition is 100% small business set-aside. If
inadequate response is received from small businesses, the
solicitation will be issued as unrestricted without further notice. The
SIC code is 8748 dollar amount is $5.0. Delivery shall be FOB
Destination to Andrews AFB. Responses to this RFQ must be received by
28 Sep 98 no later than 1200 noon EST. Delivery and Finance addresses
will be provided upon award. Award is based on the following factors:
(1) Conformance to specifications (2) Delivery (3) price. The
contractor shall conform to base regulations and directives pertaining
to security. The contractor is not allowed to perform on the following
days: New Years Day, Martin Luther King's birthday, President's Day,
Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran's Day,
Thanksgiving Day, and Christmas Day. Statement of Work: Services
non-personal, non-instructional in the Education Services as a Test
Examiner. Tests include CLEP/DANTES tests, National Certification
tests, College level makeup/placement tests, Professional Military
Education Testing for Officer and Enlisted personnel. Testing includes
Senior Enlisted Academy PME testing which is computer based.
Definition of a unit: The administration of a minimum of five tests per
test period with no maximum of tests per day. Contract is on-call
basis. "Call for" units will be made informally by the Education
Services Chief, normally on the basis of five or more specific
appointments for the day. Qualifications: The examiner must possess at
least a baccalaureate degree, and must possess computer proficiency.
One year experience in test administration, including administration of
Course 5 (SR NCO Academy), is necessary. Contractor shall provide
references. Contractor is obligated to comply with security
requirements imposed by the command installation, MAJCOM, DANTES. The
contractor will be present for testing scheduled on Tuesdays and
Thursdays from 0800 -- 1200, or as needed, by the Education Services
Flight Chief. NOTE: ANY CONTRACTOR WISHING TO BID ON THIS REQUIREMENT
MUST REGISTER IMMEDIATELY INTO THE CCR. REGISTRATION IS AVAILABLE ON
LINE AT http://ccr.edi.disa.mil OR BY CALLING 1-800-334-3414. NO AWARD
WILL BE GIVEN UNLESS CONTRACTOR HAS REGISTERED. This requirement is
performed IAW wage determination No. 94-2103 Revision 14. Period of
Performance is 01 Oct 98 -- 30 Sep 99. Estimated number of testing
periods is 150 each. Test materials are controlled items and the
position of a capable, trained contractor is imperative to ensure
safeguarding of materials and preventing the compromise of a test.
