This is a combine synopsis and solicitation for Habitability Improvement Specifications Project for a Ship's Crew & Officer's Barber Shop Renovation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-05 and Defense Acquisition Circular 91-13.
