This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number USSS980040 is issued as a request for proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect though Federal Acquisition Circular 97-06. The SIC code is 7372 Computer Software. The U.S. Secret Service has a requirement to purchase twenty-nine (29) copies of i2, Inc. "Analyst's Notebook" investigative link analysis software, including all copies of the software, operating manuals, software anti-piracy keys, and three (3) "Analyst's Notebook Workshop" training classes, no substitutions will be accepted. i2 is the sole producer of Analyst's Notebook software. The contractor shall deliver the complete quantity; FOB Destination, to the U.S. Secret Service, Investigative Support Division, 1800 G Street, NW, Room 710, Washington, DC 20223. Delivery within thirty days of receipt of award. The following FAR provisions are applicable to this RFP -- FAR 52.212-1, Instructions to Offerors -- Commercial Items; FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items; FAR 52.212-4, Contract Terms and Conditions -- Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes for Executive Orders -- Commercial Items. Offerors must include a signed copy of the Representations and Certifications with their offerors. Copies of the Representations and Certifications are available on-line at http://www.treas.gov/usss/proc/2123.html. The contract specialist will not accept telephone requests for copies of the FAR provisions. The Government intends to negotiate and award on a sole-source basis in accordance with FAR 6.302-1 a firm-fixed price contract with i2, Inc., 6551 Loisdale Court, Suite 600, Springfield, VA 22150. i2, Inc. is the sole producer of Analyst's Notebook software.
