This is an Indefinite Delivery, Indefinite Quantity contract to obtain Engineer Services and Studies for Environmental Services -- Monitoring in support of Engineering Field Activity, Northwest. The primary focus is on environmental restoration projects. Typical work will be to determine the effectiveness of remedial actions by measuring levels of chemicals and their impact on biota, and comparing to remedial action objectives. The work may be performed at various locations in the United States; however, primarily in the State of Washington. The contract term will be a base year and four one-year options or a total aggregate amount of $25,000,000.00, whichever comes first. Interested firms will be required to submit separate technical and price proposals. Formal Source Selection procedures will be used and the award is to be based on the proposal determined to be the most advantageous to the Government considering technical and price. The technical criteria is more important than price. Technical proposals will be evaluated on four factors. Factors 1 and 2 are of equal value and are significantly more important than factors 3, and 4. All four technical factors combined are significantly more important than price. The technical factors are 1) Company Experience, 2) Past Performance, 3) Key Contract Personnel, and 4) Management. The Request For Proposals (RFP) will be available on or about 08 OCT 1998. The expected closing date for receipt of proposals is on or about 09 NOV 1998 at 2:00 PST. The Standard Industrial Classification Code is 8744. The related small business size standard is not more than 500 employees. This procurement is a 100% Small Business Set-Aside. During performance of this work, asbestos, hazardous waste, or pollution abatement may be encountered. The Government intends to issue this solicitation through the use of CD-ROM and the Internet. Plans and specifications will NOT be provided in a paper (hard copy) format. There will be a NON-REFUNDABLE charge of $32.00 for each CD.
