Indefinite Delivery, Indefinite Quantity contract for Environmental
Services -- Operation in support of Engineering Field Activity,
Northwest. The primary focus is on environmental restoration projects.
Typical work will be to operate and maintain sites that have ongoing
remedial actions. Types of remedial action may include, but are not
limited to, capped landfills, groundwater treatment systems,
phytoremediation, vegetative geogrids and other types shoreline
protection, soil vapor and extraction, bioventing, steam sparging,
capped aquatic environments, infiltration barriers, leach basins,
stormwater systems, and free product recovery. The work may be
performed at various locations in the United States; however, primarily
in the State of Washington. The contract term will be a base year and
four one-year options or a total aggregate amount of $30,000,000.00,
whichever comes first. Interested firms will be required to submit
separate technical and price proposals. Formal Source Selection
procedures will be used and the award is to be based on the proposal
determined to be the most advantageous to the Government considering
technical and price. The technical criteria is more important than
price. Technical proposals will be evaluated on four factors. Factors
1 and 2 are of equal value and are significantly more important than
factors 3 and 4. All four technical factors combined are significantly
more important than price. The technical factors are 1) Company
Experience, 2) Past Performance, 3) Key Contract Personnel, and 4)
Management. The Request For Proposals (RFP) will be available on or
about 08 OCT 1998. The expected closing date for receipt of proposals
is on or about 09 NOV 1998 at 2:00 PST. The Standard Industrial
Classification Code is 8744. The related small business size standard
is not more than 500 employees. This procurement is a 100% Small
Business Set-Aside. During performance of this work, asbestos,
hazardous waste, or pollution abatement may be encountered. The
Government intends to issue this solicitation through the use of CD-ROM
and the Internet. Plans and specifications will NOT be provided in a
paper (hard copy) format. There will be a NON-REFUNDABLE charge of
$32.00 for each CD. CDs may be obtained by mailing a request, with
payment, to: EFA NW, ATTN: Plan Issue, 19917- 7th Ave. NE, Poulsbo, WA
98370-7570, or FAX request with credit card number and expiration date
to (360)396-0998. Telephone requests will not be honored. All requests
for plans and specifications MUST include: (1) Complete solicitation
number and project title; (2) Name, Address and Phone number of
company; (3) Number of CDs requested; (4) Payment: VISA, MasterCard, or
Discover Card (include account # and expiration date), or check or
money order payable to the SUPERINTENDENT OF DOCUMENTS. Cash will not
be accepted. CDs will not be issued until proper payment has been
received. CDs will be issued via First Class Mail. NO PICKUPS are
authorized. After the issue date, requests will be filled only on
Friday of each week. Requests must be received by COB Tuesday of each
week to meet the Friday fill date. The address for downloading this

may take a considerable amount of time to download. Notification of
any changes to this solicitation (amendments) shall be made ONLY on the
Internet. It is therefore the contractor's responsibility to check one
of the above listed Internet addresses daily for any posted changes to

offerors must register as plan holders on the EFA NW website for this
