for Quotation (RFQ) for the following: 1. Model MVP 2001 Mail
Accounting System AC2000 Basic System, Included with this Basic System
is AC0401 Accounting Module, AC0605 Report Printer, AC0450 Smart Key,
and AC0614 Hand Held Scanner; 2. Import Export AC0500; 3. Modem
AC0620; 4. Software MMS95SW; 5. Import Module MMS1MP1; 6. Eltron
Printer AC0604; 7. ASCOM Mail Machines 225AS41COMT; 8. Networking
Installation, Set Up, and Training; 9. Account Merge no cost this item.
SPECS FOR THE SMART SERIES MVP The laser scanner must have the ability
to read departmental barcodes for postage accountability. The software
package must be user-friendly, menu driven to reduce operator error.
The hard drive must accommodate the Domestic Mail Manual (DDM) and
allow references to be called up and printed, as needed. The modem must
have the capability to transmit accounting data from remote areas. The
weighing platform must accommodate at least 100 pounds. System must
allow for a minimum of keystrokes to produce a cumulative report for
postage chargebacks to internal departments or customer accounts. The
printer must print USPS and RPS barcode tracking labels. The system
must have the capability to process 12,000 of mail pieces per hour and
eliminate sorting by envelop size and weight, and provide instant
processing of individual pieces of mixed size, weight, and class of
mail. The system must have password security feature which prevents
unauthorized access to the system. The system must be compatible with
current machine stand and conveyor stacker, Ascom Hasler System 335.
This procurement is being conducted under the Simplified Acquisition
Procedures (SAP). NASA/MSFC intends to purchase the items from Ascom
Hasler, 19 Forrest Parkway, Shelton, CT 06484. This sole source is
based on FAR 13.106-1(2)(b) and system compatibility. The Government
intends to acquire a commercial item using FAR Part 12. Interested
firms have until September 28, 1998, from the publication of this
synopsis to submit inwriting to the identified point of contact, their
qualifications/capabilities. Such qualifications/ capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after
September 28, 1998, or without the required information will be
considered nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are not acceptable in response to this notice. All responsible sources
may submit an offer which shall be considered by the agency. An
