The Social Security Administration (SSA) has a requirement for on-site support services for New Dimension Software products that are installed on SSA systems. These services include optimizing use of the products and integrating them into the ongoing production environment. The tasks will dwell primarily on implementing the Enterprise Control Station software, Control-M usage and managing Control-M scheduling calendars. Assignments will include a variety of assistance and guidance tasks designed to guide and assist SSA staff in using New Dimension products. As proprietor of the New Dimension Software products that are installed at SSA, New Dimension Software is the only known source that can provide the aforementioned professional services. Therefore, SSA intends to negotiate on a sole source basis with New Dimension Software, pursuant to the authority of 41 U.S.C. 253(c)(1), for the services. Vendors who can provide these services are invited to respond by close of business day on September 25, 1998. Respondents should indicate whether they are a small business or an other-than-small-business concern. No contract award will be made on the basis of responses received. However, this information will be used in SSA's assessment of technically capable AND economically viable sources. To determine economic viability, SSA shall consider, in a cost- benefit analysis, any replacement costs for its previous investment in New Dimension Software products, including but not limited to any re-training costs associated with replacement. If no responses are received by the due date to the effect that other technically capable and economically viable sources exist, an order shall be placed with New Dimension Software.
