The Fleet and Industrial Supply Center, San Diego (FISC-SD), CA is issuing this "Market Research -- Sources Sought" synopsis. Industry comments will be accepted by email. The objective of this market research is to determine if existing commercial or non-developmental items are available or could be modified, and are suitable for a proposed Kitting Program in support of the U.S. Naval Aviation Depot, North Island (NADEP-NORIS), San Diego. If the market research establishes that the Government's needs may be met by a type of item or service customarily available in the commercial marketplace that would meet the definition of a commercial item at FAR Subpart 2.1, the contracting officer shall solicit and award any resultant contract using the policies and procedures in FAR Part 12. The FAR on-line web site is located at http://farsite.hill.af.mil/vffar1.htm. FISC-SD is researching market capabilities of companies who provide kitting of seals, gaskets, and common hardware. NADEP-NORIS is seeking a kitting program which will increase readiness, increase efficiency, reduce order shipping time, reduce repair cycle time, and reduce invested inventory. The purpose of the program is to provide aircraft seals and components tailored to the specific needs of the NADEP-NORIS maintenance, overhaul, and repair mission on various U.S. Navy aircraft components in a number of functional areas including but not limited to hydraulics, landing gear, and wheel and brake systems. If a Request for Proposal is issued from FISC-SD, it is anticipated that a Statement of Objectives (SOO) will be included, oral presentations of Technical Proposals will be required, and the performance period will be a base year with four option years. NADEP-NORIS has obtained kitting sets from the Defense Industrial Supply Center, 700 Robbins Avenue, Philadelphia, PA 19111-5096. NADEP NORIS anticipates a kitting program with a larger scope of contractual coverage to include, but not limited to, technical expertise, engineering capability, design and configuration control, delivery capabilities (24 to 48 hours receipt by the Government), packing, packaging and marking, storage, return policy, security (climate/pilferage), quality of products, and kit listing. This is not a request for a proposal nor does the Government intend to pay for any information provided by industry in response to this market research -- sources sought synopsis.
