Maintenance/Repair/Alteration, shanksca@efdlant.navfac.navy.mil. The
work consists of removal and disposal of PCB, asbestos, mercury and
lead materials, and contaminated soils, demolition and removal,
renovations to historic Building 1 and Building 215, provisions of a
pedestrian bridge for each building, reinforcement of the existing
structural system, window replacement, interior finishes, fire
protection, elevator construction and elevator repair, mechanical,
electrical and special electrical systems and incidental related work.
Primary power electric distribution, exterior lighting, parking,
paving and landscaping are also included, and other incidental related
work. This is a firm- fixed price award fee solicitation. The
requirements for the Source Selection criteria factors are as follows:
Factor A Price; Factor B Past Performance and Experience; Subfactor 1
Prime Contractor Past Performance; Subfactor 2 Prime and Subcontractor
Experience; Subfactor 3 Key Personnel; Factor C Technical; Subfactor 1
Quality Construction; Subfactor 2 Construction Management; Subfactor
3 -- Construction Schedule; Subfactor 4 Equipment Procurement and
Installation; Subfactor 5 Support of Small Business Programs; Subfactor
6 Corporate Resources. The Government reserves the right to reject any
or all proposals at any time prior to award; to negotiate with any or
all proposers; to award the contract to other than the proposer
submitting the lowest total price; and to award to the proposer
submitting the proposal determined by the Government to be the most
advantageous to the Government. PROPOSERS ARE ADVISED THAT AN AWARD MAY
BE MADE WITHOUT EXCHANGES OR ANY CONTACT CONCERNING THE PROPOSALS
RECEIVED. Proposers should not assume that they will be contacted or
afforded an opportunity to qualify, discuss, or revise their proposals.
RFP release date is 13 October 1998. The estimated date for receipt of
proposals is 30 November 1998 at 2:00 p.m. This solicitation is
available in electronic format only. All documents will be in the Adobe
Acrobat PDF file format on CD-ROM. The free Acrobat Reader, required to
view the PDF files, is provided on the CD or can be downloaded from the
Adobe website. Drawings are additionally included in the generic TIF
graphic format. A charge of $12.50 will be made for each CD. This price
includes priority mail postage. These sets will be made available upon
receipt of a written request, and a non-refundable check or money

The Estimated Cost Range is between $25,000,000.00 to $100,000,000. The
