The U.S. Army Tank-automotive and Armaments Command (USATACOM) is issuing a combined Synopsis/Solicitation pursuant to FAR Subpart 12.6, this announcement constitutes only solicitation; proposals will be accepted, however a written solicitation will not be issued. This request is for the procurement of on site delivery of various types fuel oil on a required basis. This fuel oil will be used at the Stratford Army Engine Plant [SAEP] located in Stratford, Connecticut. There are three types of fuel oil used at the Stratford Plant. The #6 fuel oil, specs: less than 0.3% sulphur and less than 0.3% nitrogen, is specifically used for the boilers and furnaces heating the buildings. There is one location that contains a tank for the fuel oil, the size is 80k capacity, filling to 70k allowing for expansion, overfilling, etc. The fiscal year span 1997 -- 1998 records reflect no usage or delivery of #6 fuel oil. The #2 fuel oil, has approximately 13 various delivery drop off points all located within the parameter of the Stratford Army Engine Plant, ranging from a minimum of 5, maximum of 500 gallons filling capacity. The fiscal year ranging from Nov. 26, 1997 -- Sept. 1998, SAEP received, 3063.5 gallons of the #2 fuel oil. The off road diesel fuel oil, the last of the three types of fuel oil, reflect usage for the period covering Feb. 17, 1998 -- Sept. 1998, received 1966.2 gallons. Usage of the #6 fuel oil is mainly climatically controled, where as the natural gas system is set up on an interruptable account, (SAEP has the capability of alternate heating systems). Upon peek usage of natural gas the customers supply and demand of the resource can exceed the level available. The industrial customers on a 9c interruptable rate account could switch to fuel oil as an alternate heating source. Thus usage of the fuel oil will increase. A supplier of this commodity, fuel oil, must be able to meet the demand without much advance notice. Note according to the EPA standards and the GTO for duel heating system customers, [natural gas and fuel oil] limits the length of time that fuel oil can burn at the SAEP facility. Provisions at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The following factors shall be used to evaluate offers: i) capability of supplying the items requested; ii) meeting the Governments specifications and requirements; and iii) price, (barrel and/or gallon). Offerors Representation and Certification -- Commercial Items at FAR 52.212-3 are required to be submitted with the offer. This commercial services solicitation is prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; it is issued as a request for proposal (RFP); proposals are being requested and a written solicitation will not be issued. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular FAC 90-45. The provisions at FAR 52.212-1, Instructions to Offerors-Commercial; FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR Clause 52.212-5 (c) Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and are hereby incorporated by reference.
