Command (TACOM) Market Survey #98007, due 30 days from the date of this
ad. This is NOT an invitation for Bid (IFB) or a Request for Proposal
(RFP). Under PL 98-369 (CICA), this sources sought market survey is
seeking to identify potential suppliers to become the Program
Integration Contractor (PIC) for the USMC's program to upgrade its
fleet of Light Armored Vehicles (LAVs). The objective of this program
is to install various improvements and upgrades (a list of potential
improvements/upgrades under consideration is available upon request) in
all 771 LAVs required to extend the service life of the vehicle to
2015, and to reduce maintenance and life cycle cost. The PIC would be
required to manage/coordinate acquisition of individual upgrades from
multiple subcontractors; ensuring that contract cost, schedule, and
performance requirements are achieved. Installation of the SLEP
upgrades shall either be done at the PIC's facility; or at another
contractor facility (if another contractor is selected for the
installation effort); or at a government depot, either by government
depot employees or depot employees teamed with contractor personnel.
Potential contractors should be able to demonstrate successful
performance of a similar integration or SLEP-type program under a
previous Government contract(s). Responses should provide detailed
information about the previous contract(s) (contract number, dollar
amount, Government POCs, program description, etc.). It is desired that
the PIC have past experience and knowledge of the LAV, as the vehicle
Technical Data Package (TDP) is proprietary to the manufacturer, so
only limited, non-proprietary data can be furnished. All interested
firms, regardless of size are encouraged to respond to this
announcement. However, companies must indicate business size with their
written response to this synopsis. Responses should be as short and
