<DESC> This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotations are being
requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. The
solicitation number is RFQ-98-114(EM) for this Request for Quotation
(RFQ). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition circular 97-06.
Standard Industrial Classification Code 5551 applies. **Provide your
written offeror, as well as a copy of descriptive literature for
product evaluation for the following item: One (1) ea, Pacific Angler
Excel 200 Model, or equal, and trailer with the following minimum
salient features: Operational 20-foot boat, all welded heavy duty
aluminum construction including white water bow/ocean transom/rear dive
platform, safety railing, steering and control console, engine cover,
full length floatatin, adjustable shock absorbing operator and
passenger captian style seats, carpeted flooring and interior walls,
capable of providing a safe and stable work platform in adverse white
water conditions. Centerline length: 20 feet. Walk through windsheild.
Maximum floor and deck space for open, clean, uncovered work area.
Hull desgin Monohedron high dead rise and shallow draftk, with a 12
degree deadrise, and the bottom will be hard chined, approximately 78
inches between chines, beam shall be 102 inches wide, with sides of 36
inches high with a rub rail between gunwale and chine. Floatation must
meet Coast Guard specificatins and be minimum of full self-righting bow
floatation built into hull. All hardware marine stainless or alluminum
and impoerious to salt water corrosion. High performance GM V-8 5.7
liter FWC, Port EFI marine engine. Hamilton 212 jet drive. Het intake
must have heavy duty rock screen. Romovable canvas top and bracing.
Windsheild wipers on both sides. Fuel tanks: One 60 gallon, welded
aluminum tank with commercial fuel filter/water trap. Belly mounted.
Safety rails both bow and stern. Fresh water cooling. 12-volt DC
electrical system with Dual marine batteries. The following gauges are
to be installed in starboasrd console: hour meter, oil pressure gauge
with an audible alarm system, with red light, tachometer, speedometer,
voltmeter, fuel guage, water temperature gauge with an audible alarm
system. TRAILER: Shall be galvanized, hot dipped, with tandom axles, to
accommodate the size and weight of the vessel, fully fueled and
equipped. The trailer shall be bunk style. The wheels are to be
equipped with bearing buddies and rubber caps or sealed system.
Matching spare tire and wheel shall be mounted on the trailer with a
lockable mount or cable. Trailer to have a 2 inch hitch. Fenders must
be strong enought to be used as steps and tongue jack with a wheel
strong engouth to accommodate tongue weight. Brakes shall be surge type
on all four wheels. Offerors shall also be responsible for submitting
all additional information on the above product necessary for the
Government to determine whether the product offered meets the salient
characteristics of the "brand name" as listed in this solicitation. See
FAR 52.214-21 Descriptive Literature. The following clauses and
provisions shall apply to this solicitation: 52.212-1 Instructions to
Offerors -- Commercial, 52.212-2, Evaluation -- Commercial Items
(conforming to quotation requirements and most advantageous price on an
aggregate basis), 1452,210.70 Brand Name or Equal -- Department of the
Interior (Jul 1996), 52.212-4, Contract Terms and Conditions --
Commercial Items, 52.212-5, Contract Terms and Conditions required to
Implement Statutes or Executive Orders -- Commercial Items. Bids must
include a completed copy of the provision at 52.212-3, Offeror
Representations and Certifications -- Commercial Items. The following
factors shall be used to evaluate offers: 1) price, 2) warranty, 3)
delivery time, and 4) technical capability (of the offered system to
meet agency needs). The government reserves the right to award based on
the tractor's sole cost alone as a result of this commercial item
procurement. Therefore; please provide exact amount for delivery cost.
