Burke.Rhee@andrews.af.mil 1.1. SCOPE OF WORK The contractor shall
provide all personnel, equipment, tools, materials, supervision and
other items and services necessary to perform aerobics instruction as
defined in this PWS except specified as government furnished property
and services at Andrews AFB, Maryland. The contractor shall perform to
the standards in this contract. The estimated quantities of work are
listed in Workload Estimates, accordance with Air Force Instruction
40-501, the Air Force Fitness program. 1.2. PERSONNEL 1.2.1. The
Contract Manager or alternate shall have full authority to act for the
contractor on all contract matters relating to daily operation of this
contract. 1.2.1.1. The aerobics instructors need be able to read,
write, speak, understand, and communicate the English language. 1.2.2.
EMPLOYEES: The Government reserves the right to restrict employment
under the contract of any contractor employee, or perspective
contractor employee, who is identified as a potential threat to the
health, safety, security, general well being of operational mission of
the installation and its population. 1.2.2.1. The contractor shall not
employ any person who is an employee of the United States Government,
if the employment of that person would create a conflict of interest
nor shall the contractor employ any person who is an employee of the
Department of the Air Force, either military or civilian, unless such
a person seeks and receives approval in accordance with DODD 5500-7
(for military) or AFR 40-375 (for civilians). In addition, the
contractor shall not employ any person who is an employee of the
Department of the Air Force if such employment would be contrary to the
policies contained in AFM 64-108. 1.2.2.2. The contractor is cautioned
that off duty military personnel hired under this contract may be
subject to permanent change of station (PCS), change in duty hours, or
deployment. Military Reservists and National Guard members may be
subject to recall to active duty. The abrupt absence of these personnel
could adversely affect the contractor's ability to perform. Their
absence at any time shall not constitute an excuse for non-performance
under this contract. 1.2.3. CERTIFICATION REQUIREMENT(S): All
instructors will carry a national certification from a recognized
certifying organization from one or more of the following. Any
certification not listed may be approved by the Athletic Director or
designated representative. AFAA (Aerobics and Fitness Association of
America) AAAI/ISMA (American Aerobics Association/International Sports
Medicine Association) ASCM (American College of Sports Medicine) ACE
(American Council on Exercise) AEA (Aquatic Exercise Association) NAFTA
(National Aerobics & Fitness Trainers Association) NDEITA (National
Dance-Exercise Instructor's Training) ISAT (International School of
Aerobic Training) 1.2.3.1. All instructions will be certified in
cardiopulmonary resuscitation (CPR) through the American Red Cross or
the American Heart Association. Proof of certification should be
carried on one's person at all times and be available upon request by
the CM. 1.3. SECURITY REQUIREMENTS 1.3.1. The contractor shall obtain
the following pass and identification items: Temporary Vehicle Pass for
entry onto Andrews AFB, for herself/himself and all employees, employed
on this contract prior to contract start date. 1.4 QUALITY CONTROL.
1.4.1 Contractor is required to maintain & make available upon
government request a check list containing status of aerobic programs,
instructors, and performance . Contractor shall meet with Government
personnel and provide a checklist at start of contract. 1.5. QUALITY
ASSURANCE. Those actions taken by the Air Force to assure services meet
the requirements in the Performance Work Statement. 1.5.1. According to
the Inspection of Services clause FAR 52.246-4, the government will
evaluate the contractor's performance under this contract. For those
tasks listed on the checklist provided by the contractor as stated in
para 1.4.1, the quality assurance (QAE) or evaluators will inspect
contractors performance (checklist) on a weekly basis. 1.6. HOURS OF
OPERATION: The contractor shall maintain the following customer service
hours: Monday -- Friday, 0630-2000, excluding federal holidays. 1.6.1.
The class type will be mutually agreed upon, depending on the Fitness
Center activity schedule and class size. The type and times may vary
and need to be altered depending on class size and ability level.
1.6.2. Schedules. Classes will initially be set at Monday through
Saturdays at the following times: Mondays and Wednesdays -- 0900, 1005,
1105, 1205, 1645, 1750, 1855; Tuesday and Thursdays -- 0900, 1105,
1205, 1645, 1750, 1855; Friday -- 0900, 1005, 1105, 1205; Saturday --
1000. Class type will be mutually agreed upon, depending upon the
Fitness Center activity schedule and class size. The type and times may
vary and need to be altered dependent upon class size and ability
level. 1.6.3 FEDERAL HOLIDAYS: The contractor is not required to
provide services on the following holidays: New Year's Day Martin
Luther King Day President's Day Columbus Day Memorial Day Independence
Day Labor Day Veteran's Day Thanksgiving Day Christmas Day SECTION C-2
DEFINITIONS 2.1. STANDARD DEFINITIONS. 2.1.1. Quality Assurance. Those
actions taken by the government to assure the requirements of the PWS.
2.1.2. Contract Monitor. A government person responsible for
surveillance of the contractor's performance. 2.1.3. Quality Control.
Those actions taken by the contractor to control performance of the
service to ensure they meet the requirements of the PWS. 2.2. TECHNICAL
DEFINITIONS PECULIAR TO THIS PWS. 2.2.1. Low Impact aerobics. A low
intensity workout, keeping one foot on the ground at all times while
using major muscle groups. 2.2.2. Step Aerobics. A workout combining
both low and high impact aerobics while utilizing a step platform in
the routine. SECTION C-3 GOVERNMENT FURNISHED PROPERTY, FACILITIES AND
SERVICES 3.1. GENERAL. The government shall provide the services
listed below: 3.1.1..Workout area. Workout area will be the West
Fitness Center. Depending upon extenuating circumstances, classes may
be held in the East Fitness Center. Use of govt facilities shall be for
the sole purpose of performance of the requirements in this PWS.
3.1.2..Radio. A radio/CD Player/Tape Player will be available for use
by the instructors. 3.1.3..Steps. Steps with support blocks will be
provided for the instructor and class participants. 3.1.4..Hand Weights
and Resistance Bands. Weights and bands will be available in limited
quantities for use by the instructor and participants for resistance
training. 3.1.5..Schedules. The type and times may vary and need to be
altered dependent upon class size and ability level. There will be 31
classes per week. Class type will be mutually agreed upon, depending
on the Fitness Center activity schedule and class size. 3.1.6. AFI
40-501. The contractor will be provided a copy of Air force Instruction
40-501, The Air Force Fitness Program, if required. SECTION C-4
CONTRACTOR FURNISHED ITEMS AND SERVICES 4. GENERAL. Except for those
items or services specifically stated to be government furnished in
Section C-3, the contractor shall furnish everything required to
perform this PWS. 4.1. UNIFORMS. Instructors should have uniform items
furnished by the contractor. If uniforms are provided by the
contractor, all uniforms items must be tasteful. No ripped jeans,
shirts or shorts; no see-through or excessive layering; no corporate
advertising, or offensive wording or images. Polo shirts or sweats, if
furnished by the contractor, should be embossed with the contractor's
name or organization and the instructor's first name. SECTION C-5
SPECIFIC TASKS 5. GENERAL. The contractor shall provide instructions
for the Sports and Fitness Center aerobics program. The contractor and
his/her instructors will teach within the safety guidelines
established by an official aerobics certifying association. 5.1..The
contractor's Project Manager and the CM will maintain weekly contact in
order to coordinate the assigning of instructors to each class.
5.1.2..At start up of this contract, the Contractor shall provide to
the Contract Monitor a roster of instructors registered with his/her
organization. The list will include: first name, last name, middle
initial, and a copy of their current aerobic and CPR certifications.
List shall be updated when any changes in personnel occur. 5.1.3. The
Contractor shall provide the contract monitor a list of classes
completed with each invoice submitted. 5.1.4. Classes will be taught at
the Sports and Fitness Center on either gymnasium floor, depending upon
floor availability. 5.1.5. Report to the assigned class not later than
15 minutes before the scheduled class time for set-up and to answer
questions. 5.1.6. Inspect gymnasium area to ensure safe conditions.
5.1.7. The instructors will need to tailor their class to the ability
level of the participants. 5.1.8. A variety in the class types will be
offered in the aerobics schedule. This is subject to change depending
on facility availability, participant ability and class size. 5.1.9.
Two heart-rate checks must be taken during the class. One midway
through the routine and one right before the cool-down. 5.1.10. A
warm-up and cool-down session must be incorporated into each routine.
5.1.11. Set-up and cleaning of the gymnasium area is the responsibility
of the instructor and each participant. 5.1.12. In the event of base
closure due to inclement weather, classes will be canceled. Contractor
shall not receive payment for these classes. The Fitness Center will
contact the contract manager no later than one hour prior to the start
