requesting offers from vendors for the purchase of at least 10 walk
through metal detectors and 20 hand held metal detectors for use in
European countries. This is a solicitation and a small business
setaside. Offerors must include a certification of their status as a
small business along with their offers. A copy of this certification
for completion by the vendors will be faxed to them upon their request
to the telephone or fax number listed above. The walk through metal
detectors must possess the following generic characteristics at least
and descriptive literature must be sent to the Contracting Officer.
(Note that the time for making this award is short because the
equipment is URGENTLY NEEDED. Therefore, it is recommended that the
descriptive literature be faxed to the Contracting Officer at the fax
number listed above or sent by express mail to: Ruth L. Porter
INL/RM/MS, SA-44 Navy Hill South, Rm 122, Washington, D.C. 20520).
Equipment must meet or exceed the specifications and requirements of
the National Institute of Law Enforcement and Criminal Justice (NILECJ)
standard 0601.00, security levels 1-5. Electrical-Fully automatic
85-265 VAC, 50 or 60 Hertz, 5 watts; no rewiring, switching or
adjustments required. Power supply meets UL, CSA, TUV, and VOE
standards. Optional features Battery back-up-allows up to 20 hrs. use
with quick rechargeable capability. NOTE; Any required batteries
necessary for this type of operation must be included in the price of
the equipment and shipped with the equipment. The hand held metal
detectors must possess the following generic characterists at least and
descriptive literature for these items also must be submitted to the
Contracting Officer in the manner described in the paragraph above. The
required specifications are as follows: Operates on 9 volt batteries.
Has audio and visual detection indicators. Minimum 80 hr. battery
operation. Again, include any necessary batteries for the operation of
this equipment in the price and ship the batteries along with the
equipment. The Government will make an award to the responsible
Offeror(s) whose offer conforms to the solicitation contained herein
and is most advantageous to the Govt. (i.e. that which represents the
best value to the Govt.) cost or price and other factors including time
period required for delivery to to Stateside port considered. The
combined relative merit of the technical evaluation factors listed
above will be more significant than cost or price in the selection of
the contractor. While the cost or price factor has no numerical weight,
it is a criterion in the overall basis for award. The proposed cost or
price must be considered reasonable and must reflect the proposed
technical requirements for the items. THE GOVT MAY MAKE AN AWARD TO
OTHER THAN THE LOWEST PRICED OFFER. In the event that two or more
offers are considered technically equivalent, the evaluted cost or
price and delivery time to Statside port for shipping will be of
primary importance in determining the offer most advantageous to the
