This requirement is hereby modified to become a Sole Source Acquisition. The government intends to purchase a Analytical Spectral Devices Inc. Field Spec FR, Part No. A10900, field portable, lightweight, fast scanning spectroradiometer and ASD FR, Accessories Package, Part No. A/A999950 from Analytical Spectral Devices, Inc. 5335 Sterling Drive, Suite A, Boulder CO 80301-2344, (309) 444-6522. The required equipment must obtain radiance and irradiance measurements in the range of wavelengths covering the visible range beginning at 400 nm to at least 2500 nm. The full width half height spectral resolution shall be 10 nm or less. The sampling time to collect data over this spectrum shall be less than one second to minimize effects of irradiance variability during sampling. Proposed system uses require the system to be able to measure small areas of surfaces, less than 1` cm diameter circle, at close range to minimize noise/input from diffuse reflectance from nearby surfaces. The system shall be able to make these close range measurements in natural sunlight conditions without shadowing of the instrument being intrusive to the measurement. The instrument shall be portable with the definition of such being the ability to easily take it to the field and measure plant tissue, (fruit, vegetables, leaves, etc. ) while it remains attached to the host plant. The system shall be a turn-key type system which is user friendly to operate and clear in its display of data, i.e. the system shall not be a collection of several separate subcomponents which require integration. The system shall include a 2-year warranty which includes technical support over this period.
