for informational purposes, of a sources sought synopsis notice first
posted on September 14, 1998. This is not a Request for Proposals.
This serves as a Sources Sought Notice to locate qualified sources for
a publisher to reinvigorate the successful educational publication
series of primary source learning packages developed by the NARA
Education Staff and previously published by a variety of companies. The
following information is provided to do a Market Survey of industry to
see if there are any potential contractors who have the skills and
knowledge required to complete this effort. This announcement is NOT a
formal solicitation and is NOT a request for a proposal. Availability
of any formal solicitation will be announced separately. This synopsis
is for information and planning purposes ONLY and is not to be
construed as a commitment by the Government. The National Archives and
Records Administration (NARA) is seeking a publisher to reinvigorate
the successful educational publication series of primary source
learning packages developed by the NARA Education Staff and previously
published by a variety of companies. NARA's highly acclaimed education
program produces publications in several formats that feature
reproductions of documents from the holdings of the National Archives
and accompanying learning materials. The formats include the following:
. kits containing 40-70 documents and a teachers guide to using the
documents in classrooms . booklets of 10 or more documents and
questions to help students analyze them . compilations of journal
articles each of which features a NARA document, a brief historical
background of the documents, and teaching activities for a variety of
ages and abilities . teacher-created lesson plans developed by
participants in the NARA annual research workshop for educators. Topics
covered by the publications span more than 200 years of U.S. history
and government. The documents reproduced in the publications include
textual records, photographs, maps, charts, drawings, cartoons, sound
recordings, and motion pictures. The learning materials are appropriate
for upper elementary through college level students. Examples of these
products may be seen on the NARA Web site at www.nara.gov/education in
The Digital Classroom, a section produced for students and teachers by
NARA's education specialists. The National Archives invites
contractors to review the materials, discuss possibilities for
revitalizing the projects, and recommend a plan for making these
document-based publications available to the education community. NARA
is seeking an overall concept for the publication program including
editing, design, marketing, and distribution services. The Government
WILL NOT respond to any request for a solicitation package in response
to this request for information. The Government WILL NOT pay for any
materials provided to it in response to this synopsis and materials
will not be returned to the sender. Please forward all descriptive
