Air Force Research Laboratory SMC/TE proposes to place an order with Meridian Consulting for the purchase of Total Quality Management Consulting Services. This purchase order is supported by a Justification for Other than Full and Open Competition. Proposed purchase order is a follow-on effort to complete a management consulting initiative. Proposed purchase order is for the continuation of services provided by Meridian Consulting, a small business, and for which the Government intends to solicit and negotiate with only one responsible source under authority of FAR 6.302. Meridian is the sole source for the continuation of Total Quality Management Consulting Services because a break in continuity would severely disable SMC/TE's mission to implement total quality management practices. Meridian has the required knowledge of the organization's structure and history to complete the requirement. Meridian will provide a continuation of services by providing expert assistance in managing organizational changethrough the use of executive coaching, facilitation services, command level coordination and support, management action planning, and support and coordination activities for the SMC/TE Quality Coordinator. Meridian is the sole source for this acquisition; however, interested persons may identify their interests and capability to respond to the requirement or submit proposals. All proposals submitted within 8 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No contract will be awarded on the basis of the responses received from this notice, since this notice cannot be considered a formal solicitation document.
