for commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation: proposals
are being requested and a written solicitation will not be issued.
This requirement is being issued as a Request for Quotation (RFQ)
DAAD01-98-Q-0031. This order will be issued under the Simplified
Acquisition Procedures (SAP) as a 100% small business set-aside. This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular (FAC) 97-05 (August
1998) and Defense Acquisition Circular (DAC) 91-13 (March 1998). The
Standard Industrial Classification (SIC) is 3357 with a size standard
of 1000 employees. This requirement for Cold Region Test Center (CRTC),
Ft. Greely, Alaska for the installation of approximately 17,250 feet of
underground communications cable from the Texas Range Complex to the
Condo Area with an additional 4,000 feet from Texas Range Compound to
the road intersection. Cable will consist of 50 pair copper, 22 gauge
direct burial fiber with 5 combination junction pedestals. Burial depth
will be 36 inches. The Contractor's quote shall consist of Contract
Line Item Number (CLIN) 0001 For Underground Communication Cable. 1.
Required fiber optics and copper cables be laid from Texas Range
Complex to Condo Area. (a) Cable can be either trenched or plowed
depending on soil conditions. Cable path will be at least 15' from
existing roads except where the road has to be crossed. Burial depth
will be at least 36 inches with warning tape and marker stakes
installed. (b) Cable and pedestals will be provided by the contractor
and will consist of the following. Parts listed are for examples only.
Actual items provided must be at least equal to those listed. (1)
Telephone cable will be 50 pair copper, 22 gauge direct burial, color
coded with standard telephone industry code, filled with water blocking
agent, shielded and complies with REA specification 7CFR 1755, 890,
latest issue. An example of the type of cable required is Essex Group
Inc, SEALPIC-FSF. (2) Fiber Optics cable will be hybrid 8 strand single
mode, 16 strand multi mode, armored, with water blocking, jacketed for
direct burial, -55C temperature rated jacket, dry fill preferred. An
example of the type of cable required is Siecor part number
024XW5-141XXA20. (3) Pedestals will be double wide to allow for correct
radius for fiber optics cable bend, will provide front and rear access
so copper can be put on one side and fiber on the other side. An
example of the type of pedestal required is Reliable Electric Co.
UPCBD-7. (c) One run of the above cable group will be installed from
Texas Range Buildings to Texas Condo, a distance of approximately 2.7
miles, with 5 combination junction pedestals provided and installed at
places of use as designated by CRTC. (d) A second run of the above
cable group will be installed from Texas Range Compound Buildings to
the intersection of Meadows Road and the Texas Range Road a distance of
approximately of a mile. This cable will be terminated at a pedestal
provided and installed at the intersection. If a trench is dug for the
cable, all cable can be placed in the same ditch. (e) Splicing and
terminating of all cable will be done by CRTC. (f) Prior to job
acceptance, all cable runs will be tested for continuity of all copper
and fiber optic strands to insure no breakage in cable. Cable with
underground brakes will not be accepted. Contractors should install the
cable following the recommended guidelines of the cable manufacturer.
All fiber optic cables should have a test report which is shipped with
the fiber from the factory, this report will be provided to CRTC. 2.
A Site-Visit is schedule for 21 September 1998, Monday at 0900 in
Building 610, CRTC, Ft. Greely, AK. 3. Final cable path drawings will
be provided to Ft. Greely, DPW. A digging permit must be obtained from
DPW prior to the start of work. 4. POC is Linda Spears, DSN
317-873-7743, and commercial 907-873-7743. The job shall be completed
within 10 months from date of award depending on weather and soil
conditions at CRTC. Quantity 1 Job. All quotes shall be clearly marked
with the RFQ number DAAD01-98-Q-0031 and submitted to the Commander,
United States Army Yuma Proving Ground (USAYPG), Office of Contracting,
Attn: Ms. Linda J. Renteria, Building 2100, Yuma, Arizona 85365-9106 no
later than 12:00 PM MST, September 24, 1998. The Provision at FAR
52.212-3 "Offeror Representations and Certifications-Commercial Items"
(Jan 1997) and DFARS 252.212-7000 "Offeror Representations and
Certifications-Commercial Items" (Nov 1995) applies to this
acquisition. A completed, signed copy of both provisions shall be
submitted with any quotations. FAR Provision 52.212-1, "Instruction to
Offerors-Commercial Items" (Aug 1998) is incorporated by reference and
applies to this acquisition. FAR Clause, 52.212-4, "Contract Terms and
Conditions-Commercial Items" (Apr 1998) is incorporated by reference
and applies to this acquisition. Addendum to FAR Clause 52.212-4
includes DFAR Clause 52.204-7004, "Required Central Contractor
Registration" (Mar 1998) and FAR Clause 52.232-33, "Mandatory
Information for Electronic Funds Transfer Payment" (Aug 1996), and FAR
Clause 52.247-34 "F.O.B. Destination (Nov 1991). FAR Clause 52,212-5,
"Contract Terms and Conditions Required to Implement Statures or
Executive Orders-Commercial Items" applies to this acquisition and the
following clauses are applicable, 52.203-6, 52.219-8, 52.219-14,
52.222-26, 52.222-35, 52.222-36 and 52.222-37. Defense Federal
Acquisition Regulation Supplement (DFARS) Clause 252.212-7000, "Offeror
Representations and Certifications-Commercial Items" (Nov 1995) and
252.212-7001, "Contract Terms and Conditions Required to Implement
Statures or Executive Orders Applicable to Defense Acquisition of
Commercial Items" (Feb 1997), applies to this acquisition and the
following clause is applicable, 52.225-7036. DAFR Clause 252.211-7003
