The District of Columbia (District), Office of Tax and Revenue has a requirement for an Independent Contractor to provide Tax and Policy Analysis Services to the Tax and Economic Policy Administration (TEPA) in FY99. TEPA is responsible for estimating all revenues of the District of Columbia, including revenue from tax and non-tax sources; for analyzing tax policy requirements and recommending tax policy changes; for monitoring revenue and cash received by the District; and for conducting special studies and analyses of the District's economy and economic development opportunities. The contractor would be expected to complete analyses of the District's economic and tax base, to collaborate in developing recommendations about the use of tax increment finance and other tax incentives, and to contribute to the revenue estimating process.
