The U.S. Department of Labor, Employment and Training Administration (DOL/ETA) is soliciting proposals for the Evaluation of the Strive Project. This evaluation will require a sensitive and unique approach in designing a strategy to examine the employment preparation training strategy, often called "Bood Camp for the Brain" which presently operates in an inner city grass roots setting at two sites in East Harlem using previous successful graduates as program trainers. This evaluation will provide considerable information relevant to the implementation of the Welfare-to-Work program and will occur while the demonstration grantee is also undergoing an evaluation by the Ford Foundation. The period of performance for the prospective award will be twenty four (24) months, from contract execution. The requirement is let under full and open competition. The SIC Code is 8733 and the size standard is $5 million. Request for proposals will be available on our Department of Labor, Employment and Training Administration's internet home page at http://www.doleta.gov, approximately 15 days from the date of publication. Requests for proposals in hard copy form will also be available upon written request only, on a first-come, first-serve basis, until the supply is exhausted. Telephone requests will not be honored. For requests made after the supply is exhausted, the Contracting Officer may determine whether payment of a fee is warranted. The fee will not exceed the actual cost of duplication of the solicitation documents. Closing date for receipt of proposals will be November 10, 1998, at 2:00 P.M. local time. Requests for proposals must cite RFP-DAA-98-31 and must include two self addressed labels. Failure to enclose labels may cause delay in receipt of the solicitation. No collect calls will be accepted.
