Charlie Foster, (334) 953-3521 This acquisition is to furnish services
for database system used by the Air Force Judge Advocate General's
Department and other users of the Air Force's FLITE system. It is the
intent of this agency to place a delivery order against LEXIS-NEXIS,
Basic Ordering Agreement (BOA) Number 98CLFB70005, Lot 4 for online
access to related services which contain an extensive array of
databases with more than 1 billion documents including a full range of
legal, legislative, regulatory, company, financial, medical, news and
current affairs information. Required services include organization
and presentation of sets of databases in Custom Menus authorized for
different sets of users. Access must be provided by several methods
including access via custom Windows software, via a Web browser, and by
hyperlinking from the FLITE system through the World Wide Web.
Additional requirements include: a point-to-point circuit connecting
the FLITE system directly to the vendor's system; training, manuals,
and custom software to support all users; usage and billing reports
broken down by organization and database service; and a system for
addition, deletion, and modification of user ids and user information
through an automated exchange of electronic files. Access to a broad
variety of databases is required including all state courts and
statutes, all Federal courts from 1790 to the present, U.S. patents,
Shepard's Citations, American Law Reports, American Jurisprudence,
Autocite, CFR, Fed. Register, U.S. Public Laws, legislative history,
law reviews, comprehensive locator databases for individuals and
businesses, public records, and comprehensive collections in all legal
areas affecting the Air Force including environment, labor, personnel,
health, bankruptcy, tax, public contracts, and international law. All
interested parties are encouraged to provide information on their
capabilities to meet this requirement. In order to be considered a
potential source, interested parties must submit clear and convincing
documentation demonstrating the capabilities to satisfy the requirement
specified above and advantages of the Government to consider another
source. The documentation shall include prices and descriptive
literature containing sufficient technical documentation to establish
a bona fide capability to meet this requirement. Only written responses
will be considered. All responses from responsible sources will be
fully considered. As a result of analyzing responses to this synopsis
of intent, the contracting officer may determine that a solicitation
will be issued. If a solicitation is issued, no additional synopsis
will be published. Any such solicitation will be issued to the intended
schedule vendor and all firms that respond to this synopsis of intent.
If no affirmative written response is received within 30 calendar days
after publication of this synopsis that a comparable source is
available, and order will be placed against the BOA mentioned above.
The performance period for this requirement is from 1 Nov 98 through 30
