harold_ford@dasc.dla.mil. The Defense Commissary Agency (DeCA), located
at Fort Lee, Virginia contemplates the purchase of firm and optional
quantities of "brand name or equal" printers with options,
documentation, miscellaneous supplies, delivery and on-site
installation. These printers are required for the sustainment of the
DeCA Interim Business System (DIBS) throughout the Continental United
States (CONUS) and to selected outside the Continental united States
(OCONUS). These printers must operate as remote devices interfacing to
Honeywell BULL DPS 6000 series minicomputers over a didicated
communications network. All printers will operate in normal office
environment and require no special climatization. Printer noise levels
cannot exceed 70 decibels while printing business reports. One set of
documentation on CD ROM must be delivered to HQs DeCA. At no cost to
the Government, all documentation updates will be delivered to HQs DeCA
within thirty (30) calendar days after release.If the proposed printers
are other than the Mannesmann Tally Models MT 645, 076952, 076636, and
076634, the printer and options will be required to perform a Live
Test Demonstration (LTD). The purpose of the LTD is to ascertain the
proposed printer will work within the DIBS environment and avoid
delays. Time is critical to the agency and the project cannot afford
delays during deployments. The LTD will assure the agency that the
printer can be installed and brought into production immediately upon
their deliveries. The LTD will consist of the contractor delivering the
proposed printer with installed bar-coded option to the nearest DeCA
commissary that is on the Defense Logistics Agency's (DLA)
communications network, configuring the printer to run as a remote
device on a Honeywell DPS 6000/634 minicomputer, and printing selected
DIBS reportsand Quality Micro Systems (QMS) compatible bar-coded
labels. A LTD will only be performed on equipment that has been
determined "or equal" under the terms and conditions of FAR Provision
52.210-7000, Brand Name or Equal, and meeting the minimum salient
characteristics specified hereunder. Further, a LTD will only be
performed on the apparent low offeror's equipment, if that equipment is
"other than" the Mannesmann Tally MT 645, including options. (1)
Equipment must be able to print DIBS reports and QMS Compatible labels
using serial ports over DLA Network using RTS/CTS flow control
protocol. (2) Offerors will be responsible for all costs associated
with the LTD. Offerors will be required to sign a release of liability
statement upon delivery of their equipment to the DeCA site. The
Government will provide each offeror instructions for delivering
proposed equipment to DeCA site for LTD. The agency will provide
qualified personnel and test equipment on-site to conduct the LTD and
to help diagnose a problem if one should appear. (3) Printer/options
must not lose print data once printer buffer is full. (4)Equipment must
print QMS compatible bar coded labels from DIBS. Labels will contain
UPC-A and Code 3 of 9 bar codes. (5) Printer options must complete a
satisfactory LTD within three(3) working days from the beginning of the
LTD. However, the Government reserves the right to extend the LTD
beyond the three(3) working days. The Governbment will promptly notify
the contractor of any extension. If the equipment fails the LTD, the
contractor will be advised in writing of the reasons for the failure.
A satisfactory LTD must be completed to be considered for award. A
pedestal, cabinet or printer stand that include paper stacking
capability for all printers shall be provided and it must be a free
standing device. All printers and cables are considered "customer
