of Work (SOW) is to acquire a Year 2000 (Y2K) renovation of the
Presidential Libraries Information Network (PRESNET) at the Gerald R.
Ford Library in Ann Arbor, MIchigan. The Ford Library uses PRESNET to
develop and maintain databases of descriptive information about iy's
holdings. The system plays an entegral role in the library's mission,
facilitating the functions of review, arrangrmrnt and description of
Presidential materials, as well as reference services to the public.
PRESNET consists of a series of databases covering the different
aspects of archival work. The system can be accessed for both searching
and data entry from any personal computer on the library's local area
network. PRESNET utilizes SEEK database search software. The existing
hardware and software systems are not Year 2000 compliant. NARA
requires that the PRESNET application be coverted to a Y2K compliant
version which operates in a Windows NT environment, while maintaining
all existing system functionality. Project Task: The contractor shall
plan the migration from the existing Prime Information based
applications to the new Government-furnished equipment (GFE) Windows NT
server. The Y2K-compliant versionof SEEK shall include the replacement
of the current WPODE text editor and Prime Word word processor
interfaces, expanded use of new and improved SEEK features such as
LOCATE and BROWSE, and use of the SEEK Menu system. In addition, a web
interface for searching and display shall be provided for each file
currently accessible using SEEK RETRIEVAL. The web interface shall use
Redback and RETRIEVE< but does not include PRESNET specific SEEK
RETRIEVAL display routines, such as SHOW, that will be available in the
telnet sessions. Data retrieved in response to a web search will be
displayed in a grid formaat. The contractor shall work via phone and
modem, as necessary, with NARA staff to dump sample data and programs
to tape from the Prime computer for loading on the contractor's
computers for use in upgrading PRESNET. The contractor staff shall
install the Unidata and Redback software on the Windows NT server. This
cause the PRESNET application to create transaction files that can be
loaded after the reindexing on the new system to bring the Prime and
new Windows NT SEEK databases back in sunc after conversion. Contractor
staff shall recreate the PRESNET application using the current
application definition to allow the start of the reinversion process as
rapidly as possible. All SEEK based applications shall be reindexed on
the new system with the contrator's perdonnel monitoring progress via
modem. After the PRESNET data has been updated to the Y2K compliant
version, the compliant software shall be loaded on the NARA Ford
Library's system. The contractor shall work with NARA personnel
toreload data files from the Prime computer for applications that did
not have transation loggin capabilities. Upon completion of the
reindex, contractor staff shall work with NARA personnel to dump and
load the transaction tapes via modem on the new hardware. Contractor
staff shall process the transaction files into the database via modem.
The contractor shall test all functions of the new systems after
installation. The contractor shall demonstrate to the Government that
all system functional capabilities are operating as expected, and that
Y2K compliance has been achieved. The contractor shall supply all
required system documentation, provide user training to Government
staff at the Ford Library, and furnish the Government a copy of the
source code in electronic format. Project Deliverable: The contractor
shall transfer the Prime SEEK License to a UniData SEEK Licenceses for
24 concurrent users on the GFE Windows NT server. The SEEK transfer
shall allow up to twenty four concurrent users to access the system
from the NT network through either telnet sessions (maximum of 20 users
concurrently) or web browsers. The SEEK license on the Prime will be
removed after the converted systems are installed and accepted by the
Government. This shall allow time for reindexing and conducting
parallel operations to verify system performance, data accuracy, and
Year 2000 compliance. The contractor shall provide a UniData RDBMS
(24-user for Windows NT) License. The contractor shall provide Redback
Server web interface and one Redback Developer for Windows NT on a
CD-ROM, and provide one year maintenance on a fixed price basis. The
contractor shall convert the existing PRESNET SEEK-base application
running on the Prime minicomputer, and its associated authority files,
SEEK on Windows NT using UniData. All SEEK screen and menus shall
appear essentially the same as they do on the Prime with the execption
of those enhanced during the conversion. PRESNET's existing SEEK
application data files data shall be converted and loaded on the new
system. The PRESNET application shall be reindexed to ensure accuracy
and take advantage of new features. The contractor shall provide
computer source code in electronic format for all application programs
delivered under this contract. Government warrants to contractor that
SEEK source code delivered to Government shall not be used, modified,
duplicated or distributed to any party other than contractor, unless
the contractor ceases to support the product or ceases to operate as a
business. The Government understands that the PRESNET source code will
be provided. System Maintenance: The contractor shall provide SEEK
software maintenance for a period of one year under this fixed price
contract. The maintenance shall include telephone consultation on the
operation of the licensed products (SEEKm Redback and UniData)and any
new releases or bug fixes issued during the term of the agreement.
Period of Performance: The PRESNET Year 2000 system renovation shall be
completed within four months from receipt of order. Special
Instruction: The renovated PRESNET system shall be Year 2000 compliant,
and the contractor shall provide NARA with written Y2K certification.
NARA's acceptance test criteria for successful completion of this task
include, but are not necessarily limited to, NARA's successfully
performing all operations currently available with the existing PRESNET
system. This is combined synopsis/solicitation for commercial items
prepared in accordance with the format in Subpart 12.6, as supplemented
with additional information included in this notice. This annoucement
constitutes the only solicitation; proposals are being requested and a
