S. Army Space and Missile Defense Command (USASMDC) intends to enter
into a noncompetitive contract modification for research and
development services with Raytheon Missile Systems (formerly Hughes
Aircraft Company) for a continuation of the effort currently being
conducted on Contract DASG60-95-C-0026 for the "Advanced Discriminating
Ladar Technology Program." The contractor will conduct a follow-on
reengineering effort to ruggedize and modify for tests the following
laboratory-developed components (subassemblies) leading to a brassboard
design: pulse burst waveform generator (wfg), laser amplifier,
acquisition and track processor (A&TP), and range resolve Doppler
imaging (RRDI) processor. The contractor will integrate an upgraded
breadboard and integrate a seeker test. Options will be included for
(1) spare hardware and discrimination model upgrades and (2)
preliminary flight brassboard design. The period of performance for the
basic effort will be an additional eighteen (18) months. The options
will run sequentially for twenty-four (24) months. This effort is the
continuation of a design effort which was initiated by Raytheon Missile
Systems (formerly Hughes Aircraft Company) and since significant
progress has been attained toward bringing this discriminating
interceptor ladar to fruition, including time and the investment of
considerable monies, this effort will be continued with Raytheon
Missile Systems. This effort requires a SECRET facility clearance. No
foreign subcontracting participation has been experienced nor is it
expected. Because of the requirement to exploit effort in which the
government has invested considerable time and money and the need to
position the technology for timely technological infusion into the
National Missile Defesne (NMD) on a schedule which meets NMD
objectives, the action is directed to Raytheon Missile Systems under
the Federal Acquisition Regulation (FAR) 6.302-1. This notice is not a
request for proposals, however, responses received from this notice
willbe considered in accordance with FAR 6.302-1(d)(2). All responses
should be directed to SMDC-CM-CN/Judith Staggs and must be received
within fifteen (15) days after the date of publication of this
