plans to issue a Request for Quotation for ten (10) each of the Erosion
Resistant TPS test samples which will be tested in the arc jet facility
in late 1998. This procurement is being conducted under the Simplified
Acquisition Procedure (SAP). NASA Ames Research Center intends to
purchase test samples of the Erosion Resistant TPS from HC Chem
Research and Services Corporation at 15211 Sky View Drive, San Jose, CA
95129 on a sole source basis in accordance with 10 U.S.C 2304 (c)(1).
This material will be used in the development of the advanced operable
thermal protection systems (TPS) including operable leading edge TPS
materials. Material will be capable of providing protection to a
spacecraft against high heating up to 32000F at the outer surface and
insulate the spacecraft interior structure and keep it below 3500F. The
material will also be capable of providing protection against subsonic
speed impact from fine dust particles as well as rain droplets. The
desired erosion resistant properties will allow the spacecraft to fly
through rain, fog and other severe weather conditions. The materials
will consist of the Silicone Impregnated Reusable Ceramic Ablator with
a 2D carbon-carbon face sheet and/or other material with similar
characteristics to provide resistance against the subsonic impact from
dust particles and rain droplets at the surface. The model will be in
a leading edge configuration with maximum dimensions of 10 inches in
length, 1.5 inches radius for the leading edge and minimum of 1.2
inches thick. These samples will be subjected to a simulated entry
heating environment that is similar to those experienced by a
spacecraft during the descent phase. After testing in the heating
environment, the test samples will be subjected to the erosion test
such as the Rain Facility at Wright Patterson Air Force Base and/or the
flight testing on the F-15. The Government intends to acquire a
commercial item using FAR Part 12. Interested firms have 15 days from
the publication of this synopsis to submit their
qualifications/capabilities in writing to the identified point of
contact. Such qualifications/capabilities will be used solely for the
purpose of determining whether or not to conduct this procurement on a
competitive basis. Responses received after 15 days or without the
required information will be considered nonresponsive to the synopsis
and will not be considered. A determination by the Government to not
compete this proposed effort on a full and open competitive basis,
based upon responses to this notice is solely within the discretion of
the Government. Oral communication is not acceptable in response to
this notice. All responsible sources may submit an offer which shall be
