THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. SOLICITATION NUMBER 53SBNB860161 IS BEING ISSUED AS A REQUEST FOR QUOTATIONS (RFQ) USING SIMPLIFIED ACQUISITION PROCEDURES. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-05. The National Institute of Standards and Technology has a requirement for two Hewlett Packard analyzers and a Hewlett-Packard meter. Only the Hewlett-Packard brand is acceptable due to compatibility with existing control software (Metrics ICS) and systems (Semiconductor Probe Station System-Low Electrical Noise) to ensure continuity of experimental results for the metrology issues associated with alternative dielectrics for metal-oxide-semiconductor devices (MOS). A new electrical characterization system is required to achieve NIST's initial research objective of providing a demonstration of some of the electrical characterization metrologies required for MOS devices with alternative dielectrics. The Contract Line Item Numbers (CLIN), quantities, and unit issues are as follows: CLIN 0001, HP #4156B, Hewlett-Packard Precision Semiconductor Parameter Analyzer (1 fA measurement resolution) includes 3.0m Kelvin triax cable (4 ea.), coax cable (4 ea.), Interlock cable (1 ea.), I BASIC, keyboard, and manuals, Qty. 1 ea.; CLIN 0002 Warranty for CLIN 0001, Qty. 1 ea.; CLIN 0003, Option ABA, U.S. -- English localization, English manual set for shipment with product, Qty.1 ea.; CLIN 0004, Warranty for CLIN 0003, Qty. 1 each; CLIN 0005, Option 060, 60Hz line frequency, for 60Hz line frequency; Qty. 1 each; CLIN 0006, Warranty for CLIN 0005, Qty. 1 each; CLIN 0007, HP #35665A, Hewlett-Packard DC to 102.4 kHz FFT based dual channel network/spectrum analyzer with internal disk, waterfall display, limit testing, and ICP inputs; Qty. 1 each; CLIN 0008, Warranty for CLIN 0007, Qty. 1 each; CLIN 0009, HP #4284A, Hewlett-Packard Precision LCR Meter capable of measuring 12 impedance parameters at test frequencies from 20Hz to 1Mhz., Qty. 1 each; CLIN 0010, Warranty for CLIN 0009, Qty. 1 each; CLIN 0011, FOB Destination: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the contract, be responsible for any loss of and/or damage to the goods occurring before receipt of the shipment by the consignee at the delivery point specified in the contract; and pay and bear all charges to the specified point of delivery. The contractor shall deliver all line items FOB Destination, to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. Required delivery time is 7 weeks after award. Partial delivery is acceptable. The contractor shall provide all manuals and the Government has the right to reproduce the manuals for its use as necessary. The provisions at 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. However, as an addendum to 52.212-1, Instructions to Offers-Commercial Items, paragraph (f) Late offers does not apply to this acquisition. Award will be made to the lowest priced, technically acceptable offer. Offers shall include appropriate product information that clearly documents that the offered products are those listed above. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition.
