SSCCONTRACTS@nrlssc.navy.mil. The Naval Research Laboratory (NRL-SSC)
intends to negotiate a contract on the basis of Other Than Full and
Open Competition IAW 10 USC 2304(c)(1) with the Southampton
Oceanography Center, England, for an autonomous infrared radiometer.
The required radiometer will be used for the calibration of satellite
measurement of sea surface temperatures. The required system (a) shall
include a self-contained power supply; (b) shall include an internal
calibration system using thermally-controlled calibration bodies which
are referenced before and after each sea view; (c) shall include a
built-in correction for reflection of either sun or near-surface
atmosphere; (d) shall include a built-in electronics system and
algorithm which employs all instrument components to deliver
radiometric sea surface temperatures accurate to 0.1 C every few
minutes for satellite uplink; (e) shall include at least 3 MB of
on-board data storage capacity; (f) shall be designed, developed and
produced to maintain functional, operational, structural and waterproof
integrity in the presence of salt contamination (both dry and wet
deposition), bird attacks, marine animal attacks, spray, rain,
lightning, large waves, corrosion, human curiosity, and other
conditions which may be present in the marine environment; (g) shall be
capable of autonomous buoy-mounted operation for periods of at least
three months;(h) shall require minimum maintenance after retrieval from
deployment; (i) shall be modular in design; (j) shall be light weight
(25 pounds maximum); (k) shall include capabilities which allow radio
interrogation from nearby sites for ease in diagnosing prototype
imperfections; and (l) shall possess a detector which is accurate in a
radiometric range of +200 to -270 C. with a frequency range the same
as current satellite sea surface temperature sensors such as GOES and
AVHRR. No telephone requests will be accepted in response to this
notification. All responsible sources are invited to identify their
interest and capability to respond to this requirement. Only written
