synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6 as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation, proposals are being requested and a written solicitation
will not be issued. The solicitation is issued as Request for Proposal
Number DEA-98-R-0036. This document and incorporated provisions and
clauses are those in effect through Federal Circular 97-07. This is a
full and open competition acquisition under Standard Industrial
Classification Code 3663, Size Standard -- 750 employees. The Drug
Enforcement Administration (DEA) intends to issue a contract under the
test program described in FAR 13.5 for the following. Item 0001,
Airnet Portable System-8 Channel, Model No. APM-2282/8 -- 3 each; Item
0002, Airnet Portable System-4 Channel, Model No. APM-2282/4 -- 4
each. TGA Technologies is the manufacturer. Brand Name only. Delivery
is to be made to Drug Enforcement Administration, STIT, 8198 Terminal
Road, Lorton, Virginia 22079 within 60 days after receipt of order.
Inspection/Acceptance to be FOB Destination. The provisions at 52.212-1
Instructions to Offerors-Commercial Items; 52.212-2,
Evaluation-Commercial Items; 52.212-4, Contract Terms and
Conditions-Commercial Items; and 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, apply to this acquisition. The following FAR
Clauses called out in 52.212-5 are also applicable to the acquisition:
52.203-6, 52.219-8, 52.2222-26, 52.222-35, 52.222-36, and 52.222-37.
For the purpose of 52.212-2, evaluation will be based in order of
importance-technically acceptable/lowest price. Offerors are required
to provide a complete copy of the provision at 52.212-3,
Deviation-Offeror Representations and Certifications-Commercial Items;
along with the offer via fax. The Government intends to make a single
award to the responsive, responsible offeror whose offer is the most
advantageous to the Government considering price only. Parties
responding to this solicitation may submit their quote in accordance
with their standard commercial practices (e.g. on company letterhead,
formal quote form, etc.) but must include the following information:
Company's complete mailing address and remittance address, discounts
for prompt payment, if any (e.g. 1% 10 days), delivery/availability of
products, in accordance with the Government's stated requirement, the
Company's Dun & Bradstreet number, and the Taxpayer Identification
Number (TIN). All offers must be received no later than 3:00 p.m.,
(eastern time) on September 23, 1998, and will be accepted via fax
