Request for Quotation (RFQ) for the the following items: 1.) URC200,
Transceiver/01-P36744M001 (2EA), 2.)UAC300, AC to DC Power
Supply/01-P35863M001 (5EA), 3.)UIB100, DC Interface Unit/01-P35807M001
(5EA), 4.) UPA50, Power Amp w/ Cable Kit/01-P3436E001 (3EA), 5.)
URM100, Rack Mount Kit/01-P35865M001 (3EA), UVU200,
Antenna/85-P35990M001 (3EA), 6.) PTHS103, Handset/01-P04535L001 (4EA),
7.) UPL100, Private Line (2EA), 8.) EBN 400-420Mhz Band
Enhancement/01-P39234N (2EA). This procurement is being conducted under
the Simplified Acquisition Procedures (SAP). NASA/DFRC intends to
purchase the items from Motorola SSTG, 8201 E. McDowel Rd., Scottsdale,
AZ 85252, on a sole source basis under the authority of 10 U.S.C.
2304(c)(1), "Only One Responsible Source and No Other Supplies or
Services Will Satisfy Agency Requirements". These mobile transceivers
and related supplies will be used in the Western Aeronautical Test
Range (WATR) at the Dryden Flight Research Center. For reasons of
availability, maintainability, and interchangeability of equipment
suites in the WATR it is likely that award to other than Motorola would
result in substantial duplication of costs that is not expected to be
recovered through competition. Also, it is estimated that selecting a
new system through the competitive process would take up to 9 months
impacting availability of WATR support for critical airborne projects
and creating an unacceptable delay. The Government intends to acquire
a commercial item using FAR Part 12. Interested firms have 15 days from
the publication of this synopsis to submit in writing to the identified
point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to notcompete this
proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Oral communications are not acceptable in response to this
notice. All responsible sources may submit an offer which shall be
